On Friday, October 25, 2024, the National Assembly continued the fifth working day of the 8th Session of the 15th National Assembly at the National Assembly House, Hanoi, chaired by National Assembly Chairman Tran Thanh Man.
In the morning, content 1, from 8:00 to 11:00, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh present the Report on explanation, acceptance and revision of the draft Law on Urban and Rural Planning.
Afterwards, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Urban and Rural Planning. At the discussion session, 22 National Assembly deputies expressed their opinions, 1 National Assembly deputy debated; in which, the opinions basically agreed with many contents of the draft Law and the Report on reception, explanation and revision of the National Assembly Standing Committee.
To continue perfecting the draft Law, delegates focused on discussing the following contents: explanation of terms; urban and rural planning system; basis, order and responsibility for establishing, appraising and approving planning tasks, conditions for adjustment and marking according to urban and rural planning; principles in operation and consultation on urban and rural planning; tasks of establishing urban planning, rural planning and general planning of centrally-run cities; regulations and requirements on environmental protection in urban and rural planning, ensuring the conformity and compliance of construction investment projects with urban and rural planning in case of conflicts between urban and rural planning; general planning of provincial cities or centrally-run cities, towns and general planning of new urban areas expected to become towns, provincial cities or centrally-run cities; urban zoning planning, urban details, underground space, technical infrastructure for centrally-run cities; ensuring consistency between laws and within the planning system; prohibited acts; cases related to planning scope and administrative boundaries when making urban and rural planning; resources to support activities, authority to approve planning, approve tasks, adjust, regulate management, promulgate, urban and rural planning; responsibilities of People's Committees at all levels; organizational responsibilities, time limit for making planning tasks, urban and rural planning; making district master plans, commune master plans; funding for planning activities...
At the end of the discussion, Minister of Construction Nguyen Thanh Nghi, on behalf of the Drafting Committee, clarified a number of issues of concern to National Assembly deputies.

The National Assembly voted to pass Resolution No. 157/2024/QH15 dated October 25, 2024 on the dismissal of Mr. Bui Van Cuong from the position of Secretary General of the National Assembly, member of the National Assembly Standing Committee and the termination of his duties as a deputy of the 15th National Assembly.

After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Notarization (amended).
At the discussion session, 18 National Assembly deputies expressed their opinions; the majority of opinions basically agreed with many contents of the draft Law and the Report on reception, explanation and revision of the National Assembly Standing Committee. To continue perfecting the draft Law, the deputies focused on discussing the following contents: organization and operation of Notary Offices; admission of new general partners, temporary suspension of operations, model of Notary Offices; sale of Notary Offices organized and operating as private enterprises; termination of general partner status of Notary Offices; organization of notary practice; rights of notary practice organizations; socialization, conversion, dissolution of notary offices; principles of notary practice; notary cards; regulations on appointment and dismissal of notaries; age of appointment and practice of notaries; social functions, professional social organizations, forms of practice, professional liability insurance of notaries; ensuring equality in notarization activities; authority to notarize real estate transactions; prohibited acts; validity and legal value of notarized documents; notarization database; notarization location; compensation for damages in notarization activities; regulations on types of transactions that must be notarized; scope of application, protection of personal data, electronic signatures in electronic notarization; notarization of documents refusing to receive inheritance; deposit of wills...
At the end of the discussion, Chairman of the National Assembly's Law Committee Hoang Thanh Tung, representing the agency in charge of the review, explained and clarified a number of issues of concern to National Assembly deputies.
