According to Article 6 of Circular 60/2023/TT-BTC, license plate fees for three-wheeled motorbikes for people with disabilities will be exempted from October 22, 2023. |
The Minister of Finance issued Circular 60/2023/TT-BTC dated September 7, 2023 regulating the collection rates, collection, payment and management of fees for registration and license plate issuance of road motor vehicles.
Exemption of license plate fees for three-wheeled motorbikes for the disabled from October 22, 2023
According to Article 6 of Circular 60/2023/TT-BTC, the following cases are exempted from registration fees and license plates for road motor vehicles as follows:
- Diplomatic missions, consular agencies, representative agencies of international organizations belonging to the United Nations system.
- Diplomatic officers, consular officers, technical administrative staff of foreign diplomatic missions and consular offices, members of international organizations belonging to the United Nations system and their family members who are not Vietnamese citizens or do not permanently reside in Vietnam are granted diplomatic identity cards, official identity cards or consular certificates by the Ministry of Foreign Affairs of Vietnam or local foreign affairs agencies (authorized by the Ministry of Foreign Affairs).
In this case, when registering for a certificate or vehicle license plate, the registrant must present to the registration agency a diplomatic identity card, official identity card or consular certificate as prescribed by the Ministry of Foreign Affairs.
- Other foreign organizations and individuals (representative agencies of intergovernmental international organizations outside the United Nations system, representative agencies of non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not subject to the provisions of Clause 1 and Clause 2, Article 6 of Circular 60/2023/TT-BTC, but are exempted from paying or do not have to pay fees for granting vehicle registration certificates and license plates according to international commitments, international treaties to which the Socialist Republic of Vietnam is a member or international agreements between Vietnamese signatories and foreign signatories.
In this case, the organization or individual must provide the registration authority with: A copy of the international commitment, international treaty or international agreement.
- Three-wheeled motorbike for the disabled.
Currently, according to Article 5 of Circular 229/2016/TT-BTC, the fee for issuing new registration papers with license plates for 3-wheeled motorbikes for the disabled is as follows: - Area I: 50,000 VND; - Area II: 50,000 VND; - Area III: 50,000 VND. |
Thus, according to the new regulations, from October 22, 2023, registration and license plate fees will be exempted for three-wheeled motorbikes specifically for the disabled.
Some notes when registering and issuing license plates from October 22, 2023
According to Clauses 2, 3 and 4, Article 5 of Circular 60/2023/TT-BTC, some notes on vehicle registration and license plate issuance from October 22, 2023 are as follows:
- Organizations and individuals with headquarters or residence in any area must pay fees for vehicle registration certificates and license plates according to the fee rates prescribed for that area.
In the case of granting registration certificates and license plates for new vehicles that win auctions, the winning organization or individual must pay the fees for granting registration certificates and license plates for vehicles, as follows:
+ Registration for certificate and license plate issuance in area I applies the fee collection level in area I;
+ Registration for certificates and license plates in areas II and III applies the fee level in area II.
- For police cars and motorbikes used for security purposes registered in area I or registered at the Traffic Police Department, Ministry of Public Security, the fee rate in area I shall apply.
- The value of a motorbike used as the basis for applying the fee for granting a vehicle registration certificate and license plate is the price for calculating the registration fee at the time of registration.
Circular 60/2023/TT-BTC takes effect from October 22, 2023, replacing Circular 229/2016/TT-BTC.
