According to initial investigation, at around 6:00 p.m. on May 21, An invited Dang Hoang Phong (17 years old, residing in Dong Thanh commune, Binh Minh town) and some other people to bring many homemade knives and 2 guns to find a person named Thuong to resolve a conflict.

When arriving at Thuong's house in Hamlet 3, Thanh Phuoc Ward, Binh Minh City, not knowing where the house was, An's group went into the alley to look for him and found Mr. LTP (34 years old, residing in Thanh Phuoc Ward, Binh Minh City) in the house. Thinking that P. was Thuong, An used a gun to shoot Mr. P. in the right arm, causing injury.

After realizing they had shot the wrong person, An's group quickly left the scene and continued to look for Thuong. On the way, An's group used knives to break the window glass of a house and used guns to shoot at a nearby cafe, causing many people to panic and run away.

Also in this case, the Investigation Police Agency of Binh Minh City Police has issued a decision to prosecute the accused, ban him from leaving the country, and temporarily suspend his exit from the country to continue investigating and handling according to the provisions of law.
