Giving his opinion on the current situation of life and income of lecturers in higher education institutions, Dr. Tran Trong Dao, Chairman of the Trade Union of Nha Trang University, stated that the current situation is that the salaries of lecturers and workers in large universities are under a lot of pressure but their income is low and their lives are difficult.
This has led to the consequence that many lecturers and employees quit their jobs, transfer to other jobs, or do not want to return to school after studying abroad. "The main job brings in extra income, the side job brings in main income. The main job requires a lot of intelligence and dedication, but it doesn't. This will directly affect the quality of education and training a lot," Mr. Dao worries.
Therefore, he proposed that there should be a separate salary policy and payroll for teachers. Although he knew that this was difficult because the State's resources were limited and had to be considered in relation to other sectors.
He also recommended that the State have a policy of lending capital with special incentives (implemented through the banking system) for lecturers and workers in the industry. The State can provide loans to buy land, build houses, and go to advanced training courses with incentives on interest rates, loan terms (10-20 years), and loan repayment methods.
Mr. Dinh Ngoc Thang, Vinh Pedagogical University, also worried about recommending that the Ministry of Education and Training and other ministries and sectors need to have major policies and decisions related to the mission of those who have chosen the teaching profession. Because, currently, those who have chosen the teaching profession are facing difficulties and obstacles, including career pressure and income pressure.
Listening to opinions and recommendations from schools, Minister of Education and Training Nguyen Kim Son emphasized that the income issue of lecturers, civil servants, and employees at universities needs to be calculated to ensure their lives.
"In reality, lecturers' income is not really high due to many reasons. Resolution 29 has set out the direction that teachers will have their own salary scale, the highest in public service units," Minister Son stated.

Previously, Mr. Nguyen Ngoc An, Chairman of the Vietnam Education Trade Union, said that more than 200 opinions from lecturers and workers in universities were sent to the dialogue program with the Minister of Education and Training on August 15.
In the group of issues related to policies for higher education, the majority of opinions reflect the income of university lecturers. In particular, the salary of young lecturers in the pedagogical university sector is still low compared to the general level of society, leading to a situation where teachers are not satisfied with their work.

In addition, lecturers expressed their desire for teaching allowances and seniority allowances for teachers who switch to management positions; and seniority allowances for department staff in universities.
From the above opinions, the lecturers proposed to amend some points of Circular 08 on calculating the regime for grassroots union officials similar to calculating the allowance of professional group leaders to motivate union officials in schools.
