Teachers' current salary according to regulations
Secondary school teachers are subject to Clause 1, Article 8 of Circular 03/2021/TT-BGDDT, which stipulates codes, standards for professional titles and appointment and salary classification for teachers (teaching staff) in public secondary schools, and officials appointed to professional titles. The corresponding salary table is issued with Decree 204/2004/ND-CP, specifically as follows:
- Grade 3 secondary school teachers, code V.07.04.32, are applied the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98.
- Secondary school teachers grade 2, code V.07.04.31, are applied the salary coefficient of civil servants type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
- Grade 1 secondary school teachers, code V.07.04.30, are applied the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
Similarly, for high school teachers, according to Article 8 of Circular 04/2021/TT-BGDDT, regulations on codes, professional title standards and appointment, salary classification of teachers (teaching staff) in public high schools, civil servants appointed to professional titles, apply the corresponding salary table issued with Decree 204/2004/ND-CP, specifically as follows:
- Grade 3 high school teachers, code V.07.05.15, are applied the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98.
- Grade 2 high school teachers, code V.07.05.14, are applied the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.
- Grade 1 high school teachers, code V.07.05.13, are applied the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.
On June 30, the Government issued Decree 73/2024/ND-CP stipulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces. Accordingly, the basic salary from July 1 is 2,340,000 VND/month.
Thus, the salary of secondary and high school teachers from July 1 will be calculated according to the formula: Salary = Salary coefficient x Basic salary.
The salary table is as follows:
* Salary table for grade 1 secondary and high school teachers
* Salary table for secondary and high school teachers, grade 2
* Salary table for teachers of junior high school and high school level 3
With the above salary table, newly graduated teachers (grade 3 teachers) will receive a salary of level 1 (coefficient 2.34) of 5,475,600 VND/month. According to regulations, every 3 years, teachers will increase their level and coefficient once.
Ms. Nguyen Thi Hong Chuong, Principal of Nguyen Thi Minh Khai High School (District 3, Ho Chi Minh City), said that in addition to the salary according to the above coefficient, the income according to the regime of teachers nationwide also includes a preferential allowance of 30% of the current salary and seniority allowance (will receive 5% after 5 years of work, from the 6th year onwards, each year increases by 1% of the current salary).
Teachers in Ho Chi Minh City also have additional income in addition to their salary.
In Ho Chi Minh City alone, implementing Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and Resolution 185/NQ-HDND in 2023 of the Ho Chi Minh City People's Council on the state budget revenue and budget revenue and expenditure estimates for 2024, teachers also have additional income. According to Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), in addition to salary, preferential allowances, seniority allowances (if any), each quarter, teachers receive additional income with a maximum additional income coefficient of 1.5 times compared to the salary scale and position.
Formula for calculating additional income = (Salary coefficient + Position allowance coefficient (if any) x Basic salary x 1.5 (additional income coefficient).
For example, teachers currently receiving salary level 1 (2.34) may receive the following additional income:
Additional income = 2.34 x 2,340,000 VND x 1.5 = 8,213,400 VND/month.
According to regulations of the Ho Chi Minh City People's Committee, the city only pays additional income to cadres, civil servants, public employees, and workers who are classified as having completed their tasks well or better.
Based on the results of the assessment, quality classification and the level of additional income payment, the principals of the schools decide to pay additional income at the maximum level for those who are classified as having excellent performance. For individuals who have completed their tasks well, the maximum additional income is 80% of the case of having completed their tasks excellently.
