On June 26, Deputy Prime Minister Tran Hong Ha chaired a meeting to review and finalize two draft decrees: Regulations on basic land survey; registration, issuance of land use right certificates, ownership of assets attached to land and land information system; Detailed regulations on a number of articles of the Land Law. The drafting agency has absorbed, completed and supplemented regulations on the application of advanced and modern technologies in the work of surveying and making cadastral maps; the selection of organizations and consultants for land survey and assessment is carried out in accordance with legal regulations on assignment, ordering, bidding, etc. Notably, the draft decree expands the subjects eligible for land use fee debt to all households and individuals when issuing certificates for the first time, heirs according to the provisions of law and studies additional regulations on the application period of this policy.

At the meeting, the representative of the Ministry of Agriculture and Rural Development proposed to specify the contents of land investigation and assessment, stipulated in the Land Law, into a set of specific indicators and indexes. The Deputy Prime Minister requested the drafting agency to clarify the investigation method; the sets of indicators and data that need to be collected, investigated, and evaluated in general for the planning and management of land resources nationwide; the requirements and tasks set for technologies used for land investigation and assessment, such as remote sensing technology and aerial photography. The Deputy Prime Minister assigned tasks to the Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development, Ministry of Science and Technology, etc., and localities in conducting land investigation, assessment, and improvement according to the scope and field of management. Representatives of the Ministry of Public Security and the Ministry of Finance requested the drafting agency to supplement regulations on connecting, sharing, updating, and synchronizing the national land database with the National Data Center; clarify funding sources for construction, management, maintenance, upkeep, upgrading, and operation of the national land information system. The Deputy Prime Minister said that it is necessary to specify the method of connecting and sharing land data fields with national databases and the National Data Center at each level in accordance with the requirements and management operations of ministries, branches, and localities as well as the needs of organizations and individuals. Mr. Tran Hong Ha noted that the Ministry of Natural Resources and Environment needs to closely follow the law and understand the law correctly. The process of receiving and adjusting regulations requires discussions with specialized agencies and experts to stipulate some new points for clarity and ease of understanding. The Ministry of Natural Resources and Environment and the Ministry of Construction work to agree on a mechanism for monitoring and updating the "digital address" of land plots and assets attached to land in real time.  |

Unifying the principles of applying land valuation methods. Receiving and explaining the draft Decree detailing a number of articles of the Land Law, the Ministry of Natural Resources and Environment has coordinated with the ministries of Planning and Investment, Construction, Industry and Trade, and Agriculture and Rural Development to stipulate criteria for allocating land use quotas to ensure compliance with specialized laws, national standards, and economic-technical norms. The draft decree only specifies new points on national land use planning and national defense and security land use planning as stated in the Land Law that have not yet been regulated by the law on planning; perfecting regulations on cases where land is not required to be recovered due to force majeure circumstances according to the Civil Code, due to the fault of State agencies affecting the progress of land use, and other cases decided by the Prime Minister. The drafting agency also proposed a plan on the authority to decide on the establishment of a land fund development center; consulting on planning and land use planning; Land allocation and lease methods for land plots and areas of land located in between for individuals; land price decisions in cases where the time limit prescribed by law has expired... At the meeting, opinions spent a lot of time discussing and agreeing on the principles of applying land valuation methods to projects that have not yet decided on land prices even though land has been allocated according to regulations and detailed regulations.
