On January 22, the People's Court of Da Nang City opened the first instance trial of defendant Tran Thi Hoang Anh (30 years old, residing in Nam Dinh City, Nam Dinh Province) for the crime of "Fraudulent appropriation of property".

According to the indictment, Tran Thi Hoang Anh has been working in the tourism service sector since 2018. By the end of 2020, her business was losing money and she was in debt, so when she saw the tense COVID-19 epidemic situation and many Vietnamese people abroad wanted to return home, Anh came up with the idea of ​​establishing a company to obtain a legal entity to commit the act of "Fraudulent appropriation of property".

On February 4, 2021, Anh registered to establish and became the Director of Nhi Anh Trading, Service and Tourism Company Limited (abbreviated as Nhi Anh Company, headquartered on the 2nd floor, Winhouse building, No. 18 Khue My Dong 12, Khue My ward, Ngu Hanh Son district, Da Nang city) with the business lines of tourism services, restaurants, catering, and motor vehicle rental.

On August 16, 2021, Anh continued to register to establish and become the Director of Renko Emotion Investment and Development Company Limited (abbreviated as RE Company, address S2.05, 1st Floor, Vinhome Smart City Building, Thang Long Avenue, Tay Mo Ward, Nam Tu Liem District, Hanoi City), business lines of event organization, domestic travel services, hotel room booking services, sightseeing tickets, activities of airline ticket agents, services of sending workers to work abroad.

Although Nhi Anh and RE companies are not licensed to provide services to bring people from abroad to Vietnam during this period, Anh advertised on the social networking site Facebook that these two companies provide services to bring people from abroad to Vietnam.

When someone contacted him directly or through intermediaries, he asked them to transfer money to him to book services (including air tickets, COVID-19 testing, quarantine...).

He provided fake flight ticket information or sent photos of fake documents from the COVID-19 Prevention and Control Steering Committee so that customers could transfer money to bank accounts under the name of Tran Thi Hoang Anh and the account under the name of Nhi Anh Company to book services and then appropriate the money.

In addition, Anh also provided false information about receiving hotel reservations, booking tours, and receiving licenses for hotels to receive quarantined guests in order to receive and appropriate money.

The investigation determined that, with this trick, from June 2021 to December 2022, Anh defrauded and appropriated the property of 9 victims with a total amount of more than 1,445 billion VND.

In this case, Anh was subject to aggravating circumstances for committing 9 cases of fraud and appropriation of property, taking advantage of the COVID-19 epidemic situation and the Government's measures to prevent the epidemic, including the "rescue flight" policy to bring Vietnamese people from abroad back to the country to commit crimes.

At the trial, the defendant confessed honestly, repented, and after consideration, the People's Court of Da Nang City sentenced Anh to 14 years in prison for "Fraudulent appropriation of property", and ordered him to continue to compensate the victims for the amount of money he had appropriated.
