Transport projects such as the Southern trunk road, the overpass at the intersection of Highway 70, and the Hoang Cau - Voi Phuc Ring Road 1 are expected to be completed in 2025.

According to Giao Thong Newspaper, in 2025, Hanoi will complete 3 projects that have been delayed for many years due to problems with site clearance.

The overpass at the intersection of Pham Tu Street and Provincial Road 70 is about to resume construction after many years of being unfinished due to land clearance problems.

Specifically, the overpass project at the intersection of Pham Tu - Provincial Road 70 - Phuc La in Ha Dong and Thanh Tri districts has been stalled for many years.

Recently, Chairman of Hanoi People's Committee Tran Sy Thanh assigned the Department of Natural Resources and Environment to urgently guide Thanh Tri District People's Committee to implement the land allocation limit for resettlement, and report to the city if it exceeds its authority.

Mr. Tran Sy Thanh also requested Thanh Tri district and Ha Dong district to speed up the site clearance progress, including resolving the problem at the intersection of Phan Trong Tue street (Road 70) by June 2025 at the latest and completing the construction of the intersection with Phan Trong Tue street in 2025.

This is an important item in the investment project to build a traffic route surrounding the Chu Van An memorial area (now Pham Tu Street) connecting from Ring Road 3 to Phan Trong Tue Street (Provincial Road 70).

While the 2.5km route was opened to traffic 5 years ago, the overpass project is still "shelved" due to problems in site clearance, involving nearly 100 households in Tan Trieu commune, Thanh Tri district and some households in Ha Dong.

The investment project to build the southern axis road of Ha Tay (now Hanoi) was started in April 2008 with a total construction cost of more than 6,000 billion VND, implemented in the form of BT (build - transfer).

The project is more than 41km long, connecting from Ha Dong through Thanh Oai, Phu Xuyen, Ung Hoa districts and connecting with National Highway 1A under Gie Bridge in Chau Can commune, Phu Xuyen district.

By 2018, the project had put into operation 18.5km of the section from Ha Dong to the end of Thanh Oai district. The remaining 23km have not been completed, of which 14km is in Ung Hoa district and 9km is in Phu Xuyen district.

According to the Hanoi Department of Transport, of the 23km project, 20km has been cleared; the remaining 3km (mainly in Ung Hoa district) is facing difficulties related to 23 resettled households.

Ung Hoa District People's Committee said that the area of 2,528.4 square meters of residential land of 23 households in Tram Long commune that are subject to recovery and need to be resettled is being urgently completed.

Ung Hoa district strives to complete site clearance work in the first quarter and hand over 100% of the site in the second quarter of 2025 according to the schedule committed to the city.

After receiving sufficient land from the locality, the contractor will speed up construction progress, completing the Southern trunk road project in 2025.

In the city center, the project to build the 2,274m-long Hoang Cau - Voi Phuc section of Ring Road 1 with a cross-section of 50m has also been delayed for many years.

The project starts at Hoang Cau intersection (Dong Da district) and ends at Voi Phuc intersection (Ba Dinh district).

The investment level for phase 1 of the Ring Road 1 project, Hoang Cau - Voi Phuc section, is over 7,211 billion VND. Of which, the construction cost is 627 billion VND; the site clearance cost is over 5,818 billion VND, from the city budget.

The Hanoi Civil Construction Investment Project Management Board (investor) said that according to plan, the project is expected to be completed by the end of 2024.

However, the land acquisition process encountered many difficulties because the people did not cooperate, did not confirm the origin of the land, did not confirm the boundaries. Some households even received money but did not hand over the land... leading to the project being behind schedule.

The Project Management Board coordinated with the People's Committees of Dong Da District and Ba Dinh District to report to the city and propose solutions.

Up to now, the appraisal of compensation and resettlement plans has made much progress. It is expected that in the first quarter of 2025, Ba Dinh district will complete land acquisition and resettlement, and in the second quarter of 2025, Dong Da district will also complete land acquisition and resettlement. According to the schedule, the project will be completed in 2025.
