According to the plan, at the end of this afternoon, November 29, the Ministry of Education and Training will meet and announce the plan for the 2025 high school graduation exam. However, since this morning, the document on the plan for the 4-subject graduation exam (2 compulsory subjects Math, Literature and 2 elective subjects) has spread all over social networks.
Deputy Minister of Education and Training Pham Ngoc Thuong said that the decision on the 2025 high school graduation exam plan was signed on November 28, and the press conference announcement date is November 29.
"This decision is not a confidential document, so it is not certain that there was any leak or leakage of documents. The Ministry of Education and Training regrets that the information was spread unofficially before the press conference," he said.

According to Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, before the press conference, the information content went through many stages of preparation. "The Ministry of Education and Training is verifying the information leak before the press conference to announce the information on the 2025 high school graduation exam plan."
Mr. Chuong added that the orientation for building the 2025 high school graduation exam plan is based on three major principles.
Firstly, based on the resolutions of the Party and the Government, which emphasize keywords such as "exams must reduce pressure", "be streamlined", "reduce costs to society".
Second, the exam closely follows the goals of the new general education program.
Third, the exam inherits the experience of recent years in high school graduation exams.
According to the plan announced by the Ministry of Education and Training, from 2025, candidates will take two compulsory subjects including Math and Literature and two elective subjects from the following subjects: Foreign Language, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, and Technology.
The Literature subject is tested in essay format, the remaining subjects are tested in multiple-choice format. The test content closely follows the new general education program.
The Ministry of Education and Training will organize the exam nationwide with the same questions, same exam sessions, and same time. The graduation recognition method will combine the assessment of the process and the graduation exam results in a proportion appropriate to the roadmap for implementing the new general education program.
The People's Committees of provinces and centrally run cities are still fully responsible for the local exams, proactively planning human resources, material resources, and necessary conditions for organizing the exams. Localities also proactively organize inspections, supervise the organization of exams and consider recognizing high school graduation in the locality according to the general exam schedule and instructions of the Ministry.
The purpose of the exam is to assess students' learning outcomes according to the required standards of the new general education program, and to use the exam results to consider recognition of high school graduation.
The exam results are also the basis for assessing the quality of teaching and learning, providing reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
