According to the summary report on foreign information, propaganda on seas, islands, demarcation and marker planting in 2023, last year, the world situation continued to evolve rapidly, complicatedly and unpredictably; the East Sea contained many potential risks of causing security instability; the world economy was gloomy. The country faced many difficulties and major challenges, especially in the field of socio-economic development; hostile and reactionary forces stepped up the implementation of the "peaceful evolution" strategy, incited and distorted anti-Party and State propaganda, causing division in the great national unity bloc.

In that context, with the attention and close direction of the Politburo and the Secretariat; the active coordination and implementation of tasks by central and local ministries, branches and sectors; and the efforts of the entire force, the work of foreign information and propaganda on seas, islands, demarcation, marker planting and land border management has achieved many positive results, fulfilling the set goals and requirements, effectively contributing to the overall socio-economic development achievements of the whole country in 2023 and the first half of the term of implementing the Resolution of the 13th National Party Congress.

Specifically, over the past year, the work of advising, leading, directing and orienting information has been carried out proactively and promptly; the coordination between agencies and units has become increasingly close and synchronous; the implementation of tasks in practice has had many innovations and creativity in content and form, bringing high efficiency. The key contents that have been persistently propagated and communicated abroad are the Party's policies and guidelines in all fields, the achievements of socio-economic development in 2023 as well as the half-term implementation of the Resolution of the 13th National Party Congress; history, tradition, image of the country, people, culture, values, and noble thoughts of the Vietnamese people.

Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department and Comrade Phan Xuan Thuy, Deputy Head of the Central Propaganda Department awarded Certificates of Merit to collectives with outstanding achievements in foreign information work; propaganda on seas and islands and demarcation, marker planting, and land border management in 2023.

In addition, the information and propaganda work has fully and comprehensively informed about the country's important political and foreign affairs events, especially the visits and phone calls of key leaders of the Party and State. At the same time, it continues to widely inform, in many languages, about the content of the book by General Secretary Nguyen Phu Trong, which has received great attention from the public, friends and international media. Propaganda about Vietnam's prestige and international position has been constantly enhanced through bilateral and multilateral foreign affairs activities.

Regarding the content of propaganda on seas, islands, demarcation and border management, we have effectively informed and responded to incidents arising related to the situation of seas, islands and borders, especially propaganda against IUU fishing, urging the EC to remove the "yellow card" for Vietnamese seafood. Promote propaganda on achievements in ensuring human rights in the first year of Vietnam's membership of the United Nations Human Rights Council. Increase information on the lives of overseas Vietnamese, charitable activities of the Vietnamese community and contributions to national construction.

At the Conference, representatives of leaders of ministries, branches and localities presented papers on foreign information work, propaganda on seas and islands, demarcation, marker planting and border management. The contents focused on: Improving the effectiveness of foreign information work, propaganda on seas and islands and land borders in the coming time; sharing experiences in handling issues arising in the management and protection of national land borders of the Border Guard; some new points and creative ways in propaganda work, border management of localities;...

Speaking at the Conference, on behalf of the Party and State leaders, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, Head of the Steering Committee for External Information Work, highly appreciated the results of external information work, propaganda on seas, islands and borders in 2023 as well as half of the term of implementing the Resolution of the 13th National Party Congress; commended the entire force for being proactive, creative, and making efforts to overcome both subjective and objective difficulties to successfully complete the task.

From the achieved results, comrade Nguyen Trong Nghia pointed out some experiences that need to be drawn, which are to ensure unified and consistent leadership and direction from the Central to the local level, from the provincial to the district and commune levels; synchronous and timely deployment of the entire force; Spirit of solidarity, consensus from top to bottom; close, smooth and smooth coordination in implementing tasks; Mobilizing the participation of the entire political system and the whole society, in which, affirming the important and pioneering role of the press and media force, especially the key foreign press agencies; Promoting the role and responsibility of the Propaganda Department of the Provincial Party Committee, City Party Committee, steering committees on foreign information, borders, seas and islands from the Central to local levels.

Regarding the direction and tasks of work in 2024, comrade Nguyen Trong Nghia requested that ministries, departments, branches and localities must spread and take advantage of the important foreign affairs results that have been achieved, turning foreign affairs results into socio-economic development results; protecting independence, sovereignty and territorial integrity; building a peaceful, friendly, stable and cooperative border area; building a peaceful, safe and stable East Sea.

In particular, promptly put the guiding viewpoints, tasks and solutions of Conclusion No. 57-KL/TW dated June 15, 2023 of the Politburo on continuing to improve the quality and effectiveness of foreign information work in the new situation into practice to implement tasks; maximize the spirit of proactiveness, creativity and flexibility in implementation methods to achieve the highest efficiency, contributing to creating a peaceful and stable environment, maintaining sovereignty, territorial integrity and enhancing Vietnam's prestige in the international arena.
