The conference was attended by leaders of the Department of Libraries (Ministry of Culture, Sports and Tourism), the National Library of Vietnam, the Vietnam Library Association and representatives of library leaders from Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri and Thua Thien Hue provinces.
The conference was held to evaluate the overall performance of the Library Association of the North Central provinces. At the same time, it was an opportunity for localities to share, exchange and discuss good and effective models and practices in communication work to promote the development of reading culture in libraries. Propose solutions to effectively carry out tasks in the following year.

The report of the North Central Province Library Association at the conference said that in 2024, the library activities of the Association had many innovations in scale and organization methods. Specifically, activities to develop reading culture achieved certain results; the reading movement was aroused, reading habits were formed; readers' skills in accessing and using information were gradually improved; indicators for developing reading culture were raised, and readers increasingly used library services compared to the previous year.
In addition, the coordination and professional guidance between libraries from the provincial to the grassroots level, especially the connection, exchange and coordination in expertise and profession between libraries of provinces in the Union, are maintained regularly and have achieved many positive results, meeting the needs of learning, improving people's knowledge, building a learning society...
The application and implementation of Laws, Decrees, and Circulars in the activities of administrative agencies in general and in library activities in particular have always been carried out by units in the Union; human resource training, emulation, and rewards have always received timely guidance from the Department of Libraries, Department of Culture, Sports, and Tourism/Department of Culture, Sports, and Tourism; the guidance, support, and coordination between the National Library of Vietnam and libraries of provinces in the Union have achieved certain results, thereby contributing to the successful implementation of the set goals and tasks.

However, during the implementation process, the North Central Province Library Association has encountered many difficulties due to the impact of the 4.0 industrial revolution and the development of information technology, especially modern audio-visual media,... Therefore, the number of readers coming to learn, research, read books and study at some libraries is not high, the number of cards issued, the number of books and newspapers circulated is still not commensurate. This is also a common difficulty of the library industry nationwide.
Promoting the achievements, in 2025, the North Central Library Association sets out the direction to strive, overcome difficulties, innovate, and implement solutions to effectively carry out the propaganda work of political tasks, programs, and projects. Actively share and exchange work experiences to contribute to building digital libraries and modern libraries to meet the learning, research, and entertainment needs of all people. Promote mobile service activities, develop grassroots bookcases, and strengthen professional support activities for grassroots libraries.
On this occasion, the North Central Province Library Association organized a seminar on "Communication and promotion of reading culture development in libraries: Current situation and solutions". The delegates shared many opinions and suggestions related to communication and promotion of reading culture development in the current period, the application of information technology to propagate and develop documents for readers at the national library, provincial libraries, library activities at schools, state management of library activities.../.
