These are important bases for preparing a dossier to include pho in the list of National Intangible Cultural Heritage.

Deputy Director of the Department of Culture, Sports and Tourism of Nam Dinh province, Do Quang Trung, said that nowadays, pho has become a dish that is loved and favored by all ages, groups, and genders and is used at any time of the day. Many people from Thanh Nam-Nam Dinh who have been away for a long time or their friends and relatives when they return to Thanh Nam are invited by the host to enjoy pho. In other words, eating pho, enjoying pho must be "with a large group" to be delicious and poetic. Therefore, we can affirm that pho is a bridge connecting people and connecting the community together.

According to Dr. Nguyen Thi Thu Trang, Department of Cultural Heritage (Ministry of Culture, Sports and Tourism), the construction of a dossier to include pho in the list of national intangible cultural heritage must comply with the procedures and regulations of the Law on Cultural Heritage. On the other hand, it is necessary to identify related factors to decide on the name of the heritage, thereby focusing on the factors and types that create the unique and typical values ​​of the heritage.

"First of all, it is necessary to identify the connection to connect individuals and communities that create, own, practice and teach the entire process related to making pho, from materials, raw materials, techniques, aesthetics, secrets, cooks, diners, and the entire cultural space and social environment related to pho. Clarifying these things will provide a scientific basis and convincing cultural elements. In particular, it must be affirmed that pho is closely associated with the life of the Vietnamese community, becoming a culture, a culinary quintessence," emphasized Dr. Nguyen Thi Thu Trang.

Associate Professor, Dr. Dang Van Bai, Vice Chairman of the National Cultural Heritage Council, said that in order to include pho in the list of national intangible cultural heritage, the government, specialized agencies, especially those who are preserving and developing the Nam Dinh pho making profession, need to present unique features expressed in all stages from preparation, selection of ingredients, food, methods of making typical fresh pho noodles; processing stages, completing a delicious, quality, nutritious bowl of pho. In particular, it is necessary to clearly point out the characteristic flavor, the highlight of Nam Dinh pho that is different from other provinces and cities lies in the broth processing stage. Dr. Dang Van Bai said that the competent cultural authorities at all levels are responsible for coordinating and guiding the host community to implement activities to protect and promote the value of culinary culture in general, and Nam Dinh pho in particular. In particular, the most practical thing is for localities to develop and submit to competent authorities for approval a project to protect and promote the value of the intangible cultural heritage of Nam Dinh pho so that the host community has a direction and basis to implement specific activities.

Prof. Dr. Le Hong Ly, Chairman of the Vietnam Folklore Arts Association, said: Pho has all three elements to constitute a heritage: social customs, profession and cultural values. When building the dossier, it is necessary to emphasize this condition to complete it and propose the council to consider it.
