As of July 15, Thang Binh district has handed over 13/17.4km to project management board 4 and construction units (reaching 74.7%). The district has approved 44 compensation plans with a total amount of 76.4 billion VND and is appraising 2 compensation plans with a total amount of more than 2.5 billion VND.
Units have been directed to relocate affected electric poles. For the clean water system, the compensation plan has been approved, and people have handed over some sections of the route. Regarding the resettlement area of Quy Thanh village, an environmental impact assessment dossier has been prepared and submitted to the provincial level for comments and appraisal according to regulations.
Particularly at the railway overpass location in Binh Quy commune, with 63 plots (59 households) affected, 2 compensation plans were approved for the land within the clearance line of 37 households with a total amount of 7.1 billion VND.
Currently, 3 households (5 plots) have agreed to receive the money, while the remaining 34 households have not agreed for various reasons.
Also related to this location, Thang Binh district has sent a document requesting the Provincial People's Committee to send the Ministry of Transport to arrange more than 111 billion VND to relocate all 59 households out of the overpass area. In addition, Thang Binh district has also had many dialogues and propaganda with households at the overpass location. However, only 2/59 households submitted applications wishing to relocate and 1 household wanted to resettle on the spot.
After the compensation and payment plan was approved, there were still 161 households along the route who had not agreed to receive compensation. Thang Binh District directed the district's propaganda team to focus on mobilizing them, but the households had not yet received the money.
Thang Binh district proposed to soon arrange funds to support people resettling at the railway overpass location; soon have results of adjusting the measurement plot with the two communes of Binh Dinh Bac and Binh Lanh so that the district has a basis to carry out the next steps...
At the inspection, Mr. Tran Nam Hung - Vice Chairman of Quang Nam Provincial People's Committee highly appreciated the efforts of Thang Binh district in site clearance and propaganda. Regarding the location of the Binh Quy commune railway overpass, Mr. Hung requested that for cases where there is a compensation and support plan but the money has not been received, the site has not been handed over, and there have been many attempts to persuade, a decision must be issued and enforcement must be carried out before August 15. In addition, for cases where a compensation plan has not been issued, Thang Binh district must implement it before July 31.
Mr. Tran Nam Hung - Vice Chairman of Quang Nam Provincial People's Committee said that in the process of implementing compensation and support for projects, Quang Nam province has applied the maximum legal framework to support the people. Only in cases where records are made and administrative penalties are imposed, the minimum framework is applied. In cases where households request to re-measure the affected land area, the district must proceed immediately.
In addition, during this time, the government from the district to the grassroots level must actively propagate to each group and organization so that people can agree on the common policy and hand over the project site.
