Clarifying the reason for delaying the completion time of Long Thanh Airport until the end of 2026

In Document No. 747/CP - TTr sent to the National Assembly on adjusting the investment policy of Long Thanh International Airport Project, in addition to the proposal to add investment in runway No. 3 in phase 1, the Government also clarified the reason for adjusting the implementation time of phase 1 Project.

According to the Government, after the Project was approved by the National Assembly for investment policy, the Government directed the Ministry of Transport and Vietnam Airports Corporation - ACV to organize the preparation and submission of the Feasibility Study Report for Phase 1, and to carry out the design, bidding, and construction of Phase 1 to complete and put into operation in 2025 in accordance with Resolution No. 94/2015/QH13.

However, during the implementation process, there were some objective and subjective difficulties, so it could not be completed in 2025, due to the prolonged architectural competition period, slowing down the investment preparation process; the Covid-19 pandemic affected the progress of technical design, especially in the mobilization of foreign experts.

In addition, after 2 invitations to bid, ACV has just selected a capable and experienced contractor to implement the package "Construction and installation of passenger terminal equipment"; some aviation service projects under Component Project 4 are slow to be implemented because this is the first time bidding to select investors, so there is confusion and legal regulations must be amended to implement.

Therefore, to complete the entire Phase 1 of the Project, including “runway 3”, the Government proposed that the National Assembly allow adjusting the implementation time of Phase 1 of the Project to December 31, 2024.

It is known that the Long Thanh International Airport construction project phase 1 has a total investment of more than 109,000 billion VND (about 4.665 billion USD), divided into 4 component projects.

Component project 1 includes headquarters of state management agencies such as airport authority, customs, immigration department, local police headquarters and animal/plant quarantine agencies.

In particular, the investor is selecting a contractor for the construction of the airport headquarters project, expected to be completed in the fourth quarter of 2025.

The design work of the customs headquarters is being implemented, expected to start construction in December 2024 and be completed in the second quarter of 2026.

The Immigration Department headquarters has started construction and is expected to be completed in the fourth quarter of 2024. The local police headquarters is expected to start construction in December 2024 and be completed in the third quarter of 2025.

As for the project of the headquarters of animal/plant quarantine agencies, the project preparation procedure is being carried out, including preparing a dossier to propose investment policies, and capital has not been allocated for implementation.

Component 2 project includes works serving flight management. The project has a total investment of about 3,435 billion VND, including 2 main items: Air traffic control station and specialized equipment.

The project has started construction and is organizing the construction of the Air Traffic Control Tower (reaching about 94%), expected to be completed in the second quarter of 2025. At the same time, bidding documents will be issued for 5 specialized air traffic management equipment packages from the second quarter of 2024, expected to be completed in the second quarter of 2026.

Component 3 of Long Thanh International Airport Phase 1 includes essential works of the airport. The project has a total investment of about 99,019 billion VND, including 7 main items: Bomb and mine clearance; Airport boundary fence; Ground leveling, drainage; Airport infrastructure (runways, taxiways, aprons, etc.); Passenger terminal; Connecting traffic (Route T1 and T2); Auxiliary works (cargo terminal, fuel station, etc.).

The project started construction in the fourth quarter of 2021. So far, mine clearance, leveling, and drainage work have been completed.

Regarding the airport infrastructure project, the runway and taxiway are under construction (about 40% complete), expected to be completed and put into technical operation in the second quarter of 2025. The aircraft parking project started construction in September 2024 and is expected to be completed in the third quarter of 2026. The passenger terminal project has basically completed the frame structure, and is currently installing the steel roof structure. Construction is expected to be completed in the fourth quarter of 2025.

At the same time, the equipment will be completed, installed and tested in the fourth quarter of 2026. Currently, the units are striving to shorten the progress by about 3 months to complete in the third quarter of 2026 along with the aircraft parking lot. The connecting traffic system is also being constructed on schedule (reaching about 50%), expected to be completed in the fourth quarter of 2025.

Component 4 project includes 17 main construction items. Based on the goal of transferring most international flights from Tan Son Nhat International Airport to Long Thanh International Airport in phase 1, the Ministry of Transport has deployed 7/17 priority investment construction items, which are aviation service constructions directly related to aircraft operations.

To date, the Ministry of Transport has organized the selection of investors since October 2024 and is expected to complete the projects in the third quarter of 2026.
