On May 10, 2023, Prime Minister Pham Minh Chinh signed Decision 486/QD-TTg on preferential lending interest rates at the Vietnam Bank for Social Policies applicable to loans with outstanding balances for purchasing, leasing, building new or renovating houses for residence. The Decision takes effect from May 10, 2023 to December 31, 2024.

Specifically, the preferential loan interest rate at the Vietnam Bank for Social Policies applies to loans with outstanding balances for purchasing, leasing, building new or renovating houses for housing as prescribed in Article 16 of Decree No. 100/2015/ND-CP dated October 20, 2015 of the Government on development and management of social housing, Clause 10, Article 1 of Decree No. 49/2021/ND-CP dated April 1, 2021 of the Government on amending and supplementing a number of Articles of Decree No. 100/2015/ND-CP is 4.8%/year.
The Prime Minister assigned the Vietnam Bank for Social Policies to take full responsibility for the contents, data, reports and proposals.
Previously, on April 3, 2023, Deputy Prime Minister Tran Hong Ha signed Decision 338/QD-TTg of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021 - 2030".
The project strives to complete about 1,062,200 apartments in localities by 2030. Of which, about 428,000 apartments will be completed in the 2021-2025 period; about 634,200 apartments will be completed in the 2025-2030 period.
Previously, according to the 2022 Summary Report of the Ministry of Construction, in 2022, the total number of social housing and housing for industrial park workers that started construction was 19 projects with about 33,194 units with a total construction area of about 1.8 million m².
Of which, social housing has 16 projects with a scale of 33,194 units, specifically Binh Duong province has 5 projects with 20,978 units; Kien Giang province has 1 project with 765 units; Ha Nam province has 1 project with 564 units; Quang Ninh province has 2 projects with 1,903 units; Ho Chi Minh City has 4 projects with 2,444 units; Thanh Hoa province has 1 project with 3,000 units; Quang Tri province has 1 project with 180 units, Ba Ria - Vung Tau province has 1 project with 97 units.
For workers' housing, there are 3 projects with a scale of 3,360 units, of which Quang Ninh province has 1 project with 1,000 units, meeting 5,500 accommodation places; Bac Ninh province has 1 project with 2,000 units, meeting 11,000 accommodation places; Ho Chi Minh City has 1 project, with 360 units, meeting 1,000 accommodation places.
