In May 1978, the leaders of the three districts of Hoan Kiem, District 1 and Hong Bang had their first meeting in Hong Bang district to discuss and agree on some basic principles and contents of the twinning process. From there, the proposal and approval of the leaders of the three cities of Hanoi, Hai Phong and Ho Chi Minh City were made, and the twinning relationship between the three districts was officially established in 1979.
This is an important milestone demonstrating the kinship between localities, and at the same time, through the twinning relationship, creating conditions for mutual support, encouragement, and assistance for development.
After the twinning ceremony, due to similar characteristics and their position as the central political, administrative, economic and cultural districts of three major cities directly under the Central Government, the twinning relationship between the three districts has become increasingly close and intimate and continues to be promoted.
Over the past 45 years, the three districts have successfully implemented the goals, requirements and agreed principles. Many study sessions and experience exchanges on Party building and state management in a number of areas, especially urban management, environmental sanitation, administrative reform, activities of the Fatherland Front and socio-political organizations have taken place effectively.
At the same time, localities have created many conditions for twinned units to visit and learn about historical and cultural relics and scenic spots, as well as created conditions for each locality to expand exchange relations with other districts.
In recent years, the leaders of the three districts have always paid attention to innovating Party building activities, state management work, and activities of the Vietnam Fatherland Front and socio-political organizations. The three districts have exchanged many experiences in Party member management, working methods of Party cell secretaries in residential areas and residential groups, market arrangement and management, pilot models in land management, sidewalks, urban order, environmental sanitation, etc.
Speaking at the program, Secretary of District 1 Party Committee (Ho Chi Minh City) Duong Anh Duc expressed: “Celebrating the 45th anniversary of the twinning between three units: Hoan Kiem District (Hanoi), District 1 (Ho Chi Minh City) and Hong Bang District (Hai Phong City) is a meaningful activity, affirming the traditional journey of solidarity, cohesion, cooperation, affection, and mutual assistance for mutual development. With that honor and pride, generations of cadres and leaders of the three districts are determined to promote and develop the twinning relationship more and more firmly, contributing to consolidating and further enhancing the leadership capacity of the Party Committee, the effectiveness and efficiency in state management of the government, maintaining political security, social order and safety in each locality”.
