From November 1, 2024, Dong Trieu officially becomes the 5th city under Quang Ninh province, this is an important milestone opening a new promising path, marking the remarkable development of the locality. With the position of a young city, Dong Trieu has more strength and favorable conditions to maximize its potential, create strong breakthroughs, and contribute positively to the common prosperity of the province and the region.
Proud to be a citizen of the city
On November 1, 2024, the Party Committee, government and people of Dong Trieu were overwhelmed with emotion when they were immersed in the joyful atmosphere when officially becoming a city. The conference to announce the Decision of the Provincial Party Executive Committee on the establishment of the Dong Trieu City Party Committee and the Decision of the Dong Trieu City Party Committee on the establishment of the Duc Chinh Ward Party Committee, the Viet Dan Commune Party Committee and the Party Committees of 4 communes to become wards (Binh Duong, Thuy An, Binh Khe, Yen Duc) under the Dong Trieu City Party Committee took place on the land of the Fourth War Zone, witnessed by a large number of cadres, party members and people in the area.
In the joyful atmosphere, every cadre, party member, as well as all the people of Dong Trieu City shared the honor and pride when the locality transformed from a town into a city under the province.
Mr. Nguyen Quang Nha (former Secretary of Dong Trieu District Party Committee) was moved: I was born, grew up and matured in Dong Trieu, witnessed many changes here, witnessed the moment the town became a city, I am very excited and proud of the efforts and results that the Party Committee, government and people of Dong Trieu have achieved in the past time. I believe that with the leadership of the Party, the State and the government of Quang Ninh province, the current leadership team, together with the people of Dong Trieu city, will change and further develop the gateway land of our province. With the position of a city, Dong Trieu will certainly develop more and more.

Therefore, people will always support and join hands with authorities at all levels in maintaining environmental sanitation, ensuring urban beauty, worthy of being citizens of the city.
With its continuous development, Dong Trieu is facing many opportunities and challenges. The establishment of the Dong Trieu City Party Committee and the Party Committees of wards and communes continues to open up many prospects for the remarkable development of the locality. With a spirit of close solidarity, the young city Party Committee has shown great efforts and determination to strive to excellently complete its political tasks; actively contributing to the construction of Quang Ninh to become a rich, civilized province and a bright spot of development in the Northeast region, worthy of the trust and expectations of the city's people.
Firmly entering the new era
Dong Trieu has a great advantage in terms of land, where there is a large agricultural area, stretching from the foot of the mountains in the Dong Trieu arc to the banks of the Da Bach River, Kinh Thay. This place also bears a strong historical - cultural mark and a long-standing revolutionary tradition, and is where the first Communist Party cell in Quang Ninh was established.
Through many historical periods, promoting the tradition of the homeland of the Fourth War Zone, the Party Committee, government and people of all ethnic groups in Dong Trieu have achieved many achievements in many fields. The economic growth rate in the period of 2021-2023 reached 13.6%; the average income per capita in 2023 reached more than 163 million VND, 1.6 times higher than the national average; the economic structure shifted in a positive direction with the proportion of industry - construction accounting for 65.7%, services accounting for 29%, agriculture accounting for only 5.4%. These are truly impressive numbers and are proof of the sustainable development of the locality.
Not only having strengths in agriculture, Dong Trieu also strongly develops services and tourism. Rural and ecological tourism are attractive products for tourists in Dong Trieu, especially international tourists. The Tran Dynasty National Special Relic Site with Ngoa Van Pagoda, An Sinh Temple, Quynh Lam Pagoda... is an advantage in developing spiritual, historical and cultural tourism in Dong Trieu, attracting millions of tourists each year, contributing to promoting the local economy. Commercial services have also grown strongly, with the active participation of businesses and communities.
Along with economic development, social security policies have been effectively implemented. Up to now, Dong Trieu has no poor households according to national criteria, there are 244 near-poor households, equivalent to 0.46%; education and health care programs have always received attention. Dong Trieu is also a leading locality in building new rural areas, the first new rural district in the North, and has the first new rural commune in the country.
After 9 years of establishing the town (2015) and 3 years of achieving the standard of a type III urban area (2020), Dong Trieu is assessed to meet 5/5 standards for establishing a city, including: Population size, natural area, affiliated administrative units, standards recognized as a type I or type II or type III urban area, structure and level of socio-economic development.
On September 28, 2024, the Standing Committee of the National Assembly passed Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Quang Ninh province for the 2023-2025 period, effective from November 1, 2024. In particular, the decision to establish Dong Trieu City on the basis of Dong Trieu Town with an area of 395.950 km 2 and a population of 249,000 people. The Standing Committee of the National Assembly agreed to establish 4 wards of Binh Duong, Thuy An, Binh Khe, and Yen Duc in Dong Trieu City. Thus, from November 1, 2024, Dong Trieu City has 19 commune-level administrative units (including 6 communes and 13 wards).
The official establishment of Dong Trieu City not only marks an important historical milestone but also a great step forward, opening a new era of development for the Fourth War Zone countryside. Through this, it contributes to meeting the socio-economic development requirements of the province in general and Dong Trieu City in particular, contributing to building Dong Trieu urban area to meet the standards of a type II urban area by 2030, at the same time, further accelerating the urbanization speed of the province, towards the goal of developing Quang Ninh into a centrally-run city.
Secretary of the Dong Trieu City Party Committee Nguyen Van Cong affirmed: The City Party Committee, together with all cadres, party members and people in the area, will continue to join hands, be unanimous and determined to realize the goal of building Dong Trieu into a comprehensively and sustainably developed industrial and service city. Immediately after the conference announcing the decision to establish the city, the entire local political system will operate as a city directly under the province; at the same time, focus on improving the leadership and governing capacity of the City Party Committee, enhancing the effectiveness and efficiency of the city government to be creative, honest, active and serving.
The city will mobilize development resources according to the motto "One center, two dynamic routes, three development spaces"; implement urban development and management according to urban development planning and programs; invest in upgrading basic infrastructure, especially in urban areas, communes upgraded to wards, and areas after merger. Along with that, promote the cultural traditions, history and people of Dong Trieu to become endogenous resources, arousing the aspiration to develop Dong Trieu City into a rich, civilized, modern, and affectionate city...
Becoming the 5th city of Quang Ninh is a strong motivation for Dong Trieu to promote all available advantages and potentials, break through and develop sustainably to become a civilized and modern urban area. This is a premise towards completing the task of building Dong Trieu into a type II urban area by 2030.
