Continuing the eighth session, on the afternoon of October 24, National Assembly deputies discussed in groups the draft Law on amending and supplementing a number of articles of the Law on Health Insurance and the draft Law on Data. Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly delegation of Thai Binh province, chaired discussion group No. 10, including the National Assembly delegations of Thai Binh, Dak Nong, and Tien Giang provinces.

Discussing the draft Law amending and supplementing a number of articles of the Law on Health Insurance, National Assembly deputies basically agreed with the scope of amendments and supplements of the draft Law, focusing on the contents that are really necessary and urgent to ensure consistency and consistency with the provisions of the Law on Medical Examination and Treatment, the Law on Social Insurance; the contents are stipulated to remove inadequacies, obstacles and difficulties that have been summarized through practice. The contents of the draft Law are basically consistent with the purpose and requirements of law making and consistent with the 4 policies that were approved when proposing to include the draft Law in the 2024 law and ordinance making program, including: Adjusting the subjects participating in health insurance in line with the provisions of relevant laws; adjusting the scope of health insurance benefits in accordance with the contribution level, balancing the health insurance fund and health care requirements in each period; Adjusting relevant health insurance regulations according to the level of technical expertise in medical examination and treatment, promoting the role of grassroots health care in primary health care and medical examination and treatment under health insurance; allocating and using health insurance funds effectively. In addition, National Assembly deputies also discussed specific provisions such as regulations related to health insurance participants, contribution levels, health insurance payment responsibilities, health insurance payment methods, health insurance cards; scope of health insurance benefits, health insurance benefits; settlement of medical examination and treatment costs, health insurance fund management costs; regulations on late payment and evasion of health insurance payment; responsibilities of health insurance agencies...

Regarding the Data Law, National Assembly deputies said that the draft Data Law was developed by the Government with 7 chapters and 67 articles regulating the construction, development, processing, administration, and management of data; application of science and technology in data processing; data development fund; national comprehensive database; national data center; data products and services. The structure of the draft Law meets technical legislative requirements, the contents stipulated in the draft Law basically follow the goals, viewpoints, and policies approved by the Government and the National Assembly Standing Committee during the stage of proposing the development of the Data Law; institutionalize the correct viewpoints, guidelines, and policies of the Party and State on national digital transformation, remove difficulties and obstacles in practice, and contribute to building a digital government and digital society. The opinions also suggested that the drafting agency continue to thoroughly and fully review relevant legal provisions, including draft laws that are being amended, supplemented or newly issued, to identify inappropriate, contradictory, overlapping content and propose solutions to ensure feasibility, consistency and unity in the legal system.

Previously, in the morning session, under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the hall the draft Law on Trade Unions (amended). Concluding the discussion session, the Vice Chairwoman of the National Assembly said that 25 National Assembly deputies spoke, 1 deputy debated, most of the deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee, the agency in charge of the review, the drafting agency, and relevant ministries and branches in researching, absorbing, revising, and fully and specifically explaining the opinions of National Assembly deputies, perfecting the content of the draft Law. The majority of opinions basically agreed with the content of the draft Law and the report on explanation, acceptance and revision of the National Assembly Standing Committee, and at the same time proposed to clarify and revise a number of specific contents on the joining and activities of trade unions by foreign workers, the joining of trade unions by labor organizations at enterprises, supervision and social criticism of trade unions, on ensuring the organization of the apparatus, trade union officials, trade union finance, trade union assets... in order to build a strong enough trade union organization, truly a political and social organization of the working class and workers in the new revolutionary period, on par with the requirements of building and developing the country in the new era.
