According to Secretary General of the National Assembly Bui Van Cuong, the total working time of the National Assembly at the 7th session is expected to be 26 days. It will open on May 20 and close on the afternoon of June 27.

Secretary General of the National Assembly Bui Van Cuong said that at the 7th session, the National Assembly will consider many important contents.
On the morning of May 15, the National Assembly Standing Committee gave opinions on the preparation for the 7th session and the summary of the 7th extraordinary session of the 15th National Assembly.
Presenting a report on preparations for the 7th session, Secretary General of the National Assembly Bui Van Cuong said that it is expected to adjust some contents in the session's agenda.
According to Mr. Bui Van Cuong, at the 7th session, the National Assembly will consider 39 contents, of which 24 are related to legislative work, 15 are related to socio-economics, state budget, supervision and other important issues.
The total working time of the National Assembly is expected to be 26 days; opening on May 20 and closing on the afternoon of June 27 (in which the National Assembly will work on Saturday, May 25 and June 8).
The meeting will be held in two phases, specifically the first phase will last 17 days, from May 20 to June 8. The second phase will last 9 days, from June 17 to June 27; reserve date is June 28.
According to the Secretary General of the National Assembly, the draft Law on Social Insurance (amended) has been directed by the National Assembly Standing Committee to be closely coordinated with agencies to complete, ensure majority consensus before submitting to the National Assembly, and carefully assess the impact.
Therefore, the Secretary General of the National Assembly proposed that the proposed agenda for the Session still reflect the process of the National Assembly considering and approving this Law project. In case there are still many different opinions after discussion and no high consensus has been reached, the Standing Committee will consider reporting to the National Assembly to decide to adjust the time of approval for this Law project according to the opinions of the delegates.
Regarding the implementation of salary reform starting from July 1, there are opinions that there is no project yet and it has not been arranged in the meeting agenda, which is slow. If it is submitted to the National Assembly at this session, there will not be enough time for the committees to conduct the review.
Secretary General of the National Assembly Bui Van Cuong said that in order to promptly and effectively implement the salary policy reform plan from July 1, the National Assembly Standing Committee and the Government are directing agencies to urgently develop and complete the draft Resolution on the new salary regime for cadres, civil servants and public employees of the National Assembly agencies, provincial and district People's Councils, the Courts, Procuracies, and Auditors, and the draft Decree replacing Decree No. 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees and armed forces.
According to Mr. Cuong, the Prime Minister has issued a document allowing the delay in submitting the Hanoi Capital Planning dossier for the 2021-2030 period, with a vision to 2050, and the overall adjustment project for the Hanoi Capital Master Plan.
However, the Secretary General of the National Assembly noted that according to the provisions of Article 97 of the Law on Organization of the National Assembly, this document must be sent to National Assembly deputies at least 10 days before the opening date of the session.
Therefore, it is proposed that the above two contents not be included in the proposed agenda of the Session for now. In case the dossier meets the required conditions, the Government will report to the National Assembly for consideration and addition to the agenda.
10 draft laws and 3 draft resolutions are expected to be considered and approved by the National Assembly at the 7th session: - Law on Social Insurance (amended) - Law on National Defense Industry, Security and Industrial Mobilization - Road Law - Law on Road Traffic Order and Safety - Law on Archives (amended) - Law on Capital (amended) - Law on Organization of People's Courts (amended) - Law amending and supplementing a number of articles of the Law on Property Auction - Law on Management and Use of Weapons, Explosives and Support Tools (amended) - Law amending and supplementing a number of articles of the Law on Guards - Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province - Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city - Resolution of the National Assembly on the Law and Legal Development Program Decree 2025, adjusting the Law and Ordinance Building Program in 2024.
