6th Session: National Assembly votes to pass draft laws

On the morning of November 24, at the National Assembly House, continuing the program of the 6th Session, Vice Chairman of the National Assembly Tran Quang Phuong chaired the meeting. After listening to the presentation of the Report on explanation, acceptance and revision of the draft Law on Telecommunications (amended), the National Assembly voted to pass this draft law.

As a result of the vote, 468 delegates voted in favor (accounting for 94.74%), the National Assembly officially passed the Law on Telecommunications (amended). Accordingly, the draft Law has 10 chapters and 73 articles regulating telecommunications activities; rights and obligations of organizations and individuals participating in telecommunications activities; and state management of telecommunications. This Law takes effect from July 1, 2024.

Next, the National Assembly discussed the draft Road Law in the hall. There were 24 delegates speaking, 1 delegate debating, the majority of delegates basically agreed on the necessity of promulgating the Road Law with political, legal and practical bases as in the Proposal. The delegates said that this is a law that directly affects and is related to people's daily life, both popular and specialized. The characteristic of Vietnam's road traffic is mixed traffic, the whole population is the subject of participation, psychology, and awareness are also different; therefore, the draft content needs to resolve the relationship between road infrastructure and superstructures in ensuring road traffic safety to avoid overlap and conflict;...

In the afternoon, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly voted to pass the Law on Management and Protection of National Defense Works and Military Zones. After listening to the Report on explanation, acceptance and revision of the draft Law on Management and Protection of National Defense Works and Military Zones, the National Assembly voted to pass this draft law. As a result of the vote, 470 delegates voted in favor (accounting for 95.14%), the National Assembly officially passed the draft Law on Management and Protection of National Defense Works and Military Zones.

The draft Law submitted to the National Assembly for consideration and approval has 6 chapters and 34 articles regulating the management and protection of defense works and military zones; the rights, obligations and responsibilities of agencies, units, organizations, households and individuals; regimes and policies in the management and protection of defense works and military zones. This Law takes effect from January 1, 2025. The Ordinance on Protection of Defense Works and Military Zones No. 32-L/CTN ceases to be effective from the date this Law takes effect.

Next, Vice Chairman of the National Assembly Tran Quang Phuong chaired a discussion session in the hall on the draft Law on Road Traffic Order and Safety.

During the discussion, most opinions agreed on the necessity of promulgating the Law, but there were also some concerns about the contents expressed in the two laws, especially the scope, the overlapping contents, the factors between static and dynamic, between road infrastructure and superstructure factors, and road safety. Opinions emphasized the importance of ensuring traffic order and safety, this work directly affects socio-economic development, ensuring security, protecting human life and health. Ensuring traffic order and safety is a part of ensuring national security and social order and safety, so this is one of the major concerns of the Party and State. Therefore, it is necessary to perfect the legal framework for ensuring road traffic order and safety. Delegates proposed that the Government continue to review and amend legal regulations on ensuring traffic safety and order on waterways, railways, and airways, to ensure the completion of the legal system on traffic safety in our country.

In addition, opinions also suggested clarifying the characteristics of mixed road traffic in Vietnam today, requiring the building of a smart traffic culture, integrating traffic safety and order with planning, innovating vehicle inspection, registration, training, testing, and driver licensing. Clearly defining the scope and content of the adjustment, regulations on vehicle conditions, conditions for vehicle drivers, regulations on alcohol concentration, training, testing, driver licensing, traffic command, traffic command center, patrol and control activities with the dispatch center and road inspection force of the Road Law...
