On behalf of the Standing Committee of the Provincial People's Council, I would like to send to the delegates, voters and people of the province my best wishes for health and happiness; and wish the 17th Session of the 18th Provincial People's Council a great success.

Dear delegates.

After three years of implementing the Resolution of the 19th Provincial Party Congress, in the context of many difficulties, under the leadership of the Provincial Party Committee, innovation in the activities of the People's Council, and the management of the Provincial People's Committee, in all fields and localities of our province, comprehensive results have been achieved.

Key tasks and solutions to restore production and business after the COVID-19 pandemic have been highly focused; the implementation of the Provincial Planning has created breakthroughs in attracting investment, accelerating the progress of key industrial and transport projects; focusing on handling backlogs; promoting economic growth; taking care of social security. Overall, 26/29 targets have been achieved and exceeded the plan. In particular, with an economic growth rate of 8.05%, Ha Tinh ranked first in the North Central region and 15th in the country, demonstrating the great efforts of the entire political system, the entire people and the business community.

Agricultural production has been quite good. The construction of new rural areas and the implementation of the One Commune One Product program continue to receive attention and direction. The cultural and social fields have achieved many outstanding results. The famous physician Hai Thuong Lan Ong Le Huu Trac was honored by the United Nations Educational, Scientific and Cultural Organization. Thus, out of the 7 Vietnamese celebrities honored, Ha Tinh has 2 celebrities. National defense and security have been strengthened; defense area drills have been well organized; the tasks of the Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030" have achieved high results.

However, compared to the plan, there are still some targets that have not been achieved. The implementation of some large industrial projects is still slow, the site clearance work in many places is still stuck, greatly affecting the progress of implementation and investment disbursement. Resources for implementing the project for the province to meet the new rural standards are still difficult. Tourism has not yet fully exploited its potential and advantages. Business activities still face many difficulties. Administrative reform associated with improving the investment and business environment has not met requirements. Some outstanding cases have not been completely resolved.

The tasks in the coming time require continued high efforts of the political system. Based on the Resolution of the 19th Provincial Party Congress and 8 groups of tasks and main solutions identified at the mid-term Conference of the Provincial Party Executive Committee, the 17th Session of the 18th Provincial People's Council will discuss and decide on the following key groups of issues:

- Evaluate the results of implementing socio-economic development tasks in 2023, tasks and solutions in 2024.

- Discuss and resolve mechanisms and policies: Support for the development of logistics and export services; Support for community digital transformation teams; Amend and supplement a number of policies to support vocational training and job creation; Regime to support training of Laotian students; Decide on investment policies for a number of public investment projects; Approve the project to adjust the Zoning Plan for the construction of a number of industrial parks, expand the Planning of the Sea Tourism Area of ​​Loc Ha district.

- Comment on reports: Review of direction and administration of the Provincial People's Committee; Citizen reception, handling of complaints and denunciations; Results of activities of judicial agencies; Handling of voters' petitions; Supervisory activities of the Provincial Fatherland Front Committee and other important report contents.

To continue to innovate the activities of the Provincial People's Council, to recognize and evaluate the overall advisory, management and operation work of departments, branches and the Provincial People's Committee, at this session, the members of the People's Committee will be questioned and answered about the implementation of the contents that have been answered since the beginning of the term and new issues that have arisen.

The Provincial People's Council will carry out the process of taking a vote of confidence for the person holding the position elected by the Provincial People's Council. It is recommended that the Provincial People's Council delegates, during the monitoring and supervision process from the beginning of the 2021-2026 term up to now, promote a high sense of responsibility, make comprehensive assessments, link collective results with the roles and responsibilities of individuals to write a vote of confidence, helping the person being voted for to overcome limitations, promote strengths, and continue to make positive contributions to the common work.

To complete the important contents of the session, the chairman requested the People's Council delegates to promote democracy and intelligence, focus on contributing many opinions to the contents, especially proposing goals, targets, and solutions for socio-economic development in 2024 that are close to the practical situation.

During the session, the Provincial People's Council requested voters and people of the province to give their opinions and contribute to the success of the session.
