BTO-On the afternoon of January 25, the Provincial Steering Committee for the Implementation of the Democratic Regulations (QCDC) held a meeting to assess the situation and results of the implementation of the QCDC in 2023, and to give opinions on the activities of the Provincial Steering Committee in 2024. Comrade Nguyen Hoai Anh - Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Steering Committee chaired the meeting.
According to the assessment of the Provincial Steering Committee, in 2023, the work of leadership, direction, dissemination and implementation of the Party's guidelines, policies and laws of the State on democracy at the grassroots level in the province will continue to receive attention; focusing on implementing the Law on Implementation of Democracy at the Grassroots Level and the Government's decrees on deploying and implementing the Law, continuing to overcome shortcomings and limitations that have persisted in the process of implementing democracy in agencies, units and localities. The Party's guidelines, policies and laws of the State are made public and transparent in accordance with regulations.
The outstanding, long-standing, and urgent issues arising in socio-economic development were focused on, especially the removal of difficulties and obstacles in key, large-scale projects. Administrative reform continued to be strengthened, with strong direction combined with the application of information technology in the operations of state agencies, contributing to improving the efficiency of management and service to organizations and individuals. The work of receiving citizens, handling petitions, complaints, denunciations, recommendations, and reflections from citizens was ensured to be strict, objective, accurate, and in accordance with regulations (the rate of handling petitions, complaints, and denunciations reached 91.25/85% of the annual plan target), and there were no hot spots in the province...
Speaking at the conference, comrade Nguyen Hoai Anh frankly pointed out some shortcomings and limitations in the implementation of the QCDC at the grassroots level. In particular, the work of propagating, disseminating and thoroughly grasping the Party's guidelines and the State's policies and laws on building and implementing democracy in some places has not been regular, thorough and timely; especially the implementation of the Law on Implementing Democracy at the Grassroots Level. The implementation of democracy in some places has not been really guaranteed (especially in non-state enterprises).
On the other hand, the grasping, reflecting and recommending urgent issues of the people for resolution by local Party committees and authorities has not been given due attention. The reform of administrative procedures has been slow and has weaknesses, especially in land procedures. The situation of some cadres and civil servants pushing work and avoiding responsibility has not been effectively resolved. People and businesses are not really satisfied with the service attitude, quality of work resolution and implementation of responsibilities of cadres, civil servants and public employees.
Emphasizing the key tasks in the coming time, the Standing Deputy Secretary of the Provincial Party Committee requested that all levels, sectors and localities need to step up the implementation of the targets of the Resolution of the 14th Provincial Party Congress (term 2020-2025), the Resolution of the Provincial Party Committee on socio-economic development in 2024 and the Conclusion of the Provincial Party Committee on Party building and mass mobilization work in 2024. Particularly for the field of grassroots democracy, it is necessary to implement the Law on Grassroots Democracy Implementation, Decree No. 59 of the Government detailing a number of articles of the Law on Grassroots Democracy Implementation, Decree 61 of the Government. In the process of implementing grassroots democracy, it is necessary to promptly grasp the situation and emerging developments to advise competent authorities to urgently resolve them. In addition, the implementation of key local projects needs to implement basic QCDC well, especially in implementing inventory, land acquisition pricing, compensation, resettlement, etc.
In addition, to effectively implement the QCDC at the grassroots level, it is necessary to focus on implementing the 2024 theme of the Provincial Party Committee: "Improving competitiveness and satisfaction of people and businesses" with specific solutions and the highest determination associated with improving the PCI, PAR Index, SIPAS, and PAPI indicators of the province; seriously apologizing to organizations and individuals for delays and errors in handling administrative procedures; thoroughly overcoming the situation of cadres and civil servants avoiding and shirking responsibility...
