Strengthening the National Plastics Action Partnership Working Group in Vietnam

Chaired by Deputy Minister of Natural Resources and Environment Le Cong Thanh, the event brought together more than 100 delegates from ministries, embassies, businesses, associations, international organizations, development partners and other organizations in the NPAP network in Vietnam.

Members of the NPAP Working Group

The NPAP, ​​chaired by UNDP Viet Nam, is a multilateral, multi-stakeholder partnership platform established on the basis of formal cooperation between the Ministry of Natural Resources and Environment of Viet Nam and the World Economic Forum, enabling collaboration between the government and other key partners to turn commitments on plastic waste and plastic pollution into action.

At the 4th Mid-term Annual Workshop, delegates reviewed the achievements of NPAP, ​​identified priorities and discussed the main plan for 2025. The highlight of the Workshop was the announcement of the decision to consolidate the NPAP Working Group in accordance with Regulation No. 1922/QD-BTNMT, issued on July 12, 2024. Accordingly, the Head of the Program Working Group is the Deputy Minister of Natural Resources and Environment, together with 33 representatives from ministries, sectors, development partners, enterprises, non-profit organizations and research institutes, who will join hands to cooperate to implement the national roadmap on plastic waste reduction as well as promote circular economy solutions.

Speaking at the workshop, Deputy Minister Le Cong Thanh - Head of the NPAP Working Group noted that over the past time, the NPAP Program has focused on implementing the goal of gathering, connecting and engaging subjects including government agencies, businesses and non-governmental organizations to solve the problem of plastic waste and plastic pollution and transition to a sustainable circular economic model for the plastics industry.

With a comprehensive and holistic approach, the NPAP Program has been implementing many cooperative activities, thereby creating a meaningful spread in raising awareness and responsibility, contributing to creating unity in action at all levels, sectors and support from people across the country for the issue of plastic pollution. "Many initial important results have been achieved, creating a premise for Vietnam to gradually solve the problem of plastic waste, contributing responsibly to the global common effort" - the Deputy Minister emphasized.

It is known that, up to now, to help the Working Group implement the NPAP program, the Program has established 2 Technical Groups, including: Innovation and finance; gender and inclusive development to coordinate activities and initiatives on reducing plastic pollution of members and partners participating in NPAP Vietnam.

In the coming time, the Deputy Minister suggested that it is necessary to strengthen international cooperation between NPAP Vietnam and NPAPs of other countries in the region and the world as well as with international organizations to coordinate in solving plastic pollution, because this is a cross-border issue and requires the joint efforts of humanity. In particular, it is necessary to continue mobilizing resources and experience, global knowledge combined with indigenous knowledge, innovation in solving plastic pollution with circular economic development and vice versa.

“For its part, the Ministry of Natural Resources and Environment will continue to effectively accompany ministries, sectors, localities, enterprises and international organizations in the joint effort to implement the NPAP Program with a comprehensive and holistic approach, thereby becoming a typical model to mobilize all resources of public, private, community and people to fundamentally solve the problem of environmental pollution caused by plastic waste. At the same time, promote the leading role of the country in the region at multilateral forums related to the issue of plastic waste,” said Deputy Minister Le Cong Thanh.

On this occasion, Ms. Ramla Khalidi - UNDP Resident Representative in Viet Nam and Deputy Head of the NPAP Working Group, shared: “The core of NPAP is collaboration. Active participation and initiatives from members are key to promoting the necessary system change to reduce plastic waste and move towards sustainable solutions.”

Canadian Ambassador to Vietnam and Deputy Chair of the Task Force, Shawn Steil, said: “Canada is proud to support global efforts to combat plastic pollution through the Global Plastic Action Partnership (GPAP). Reducing plastic waste requires collaboration with governments, the private sector and other organizations, and must consider the needs of women and minority communities. Canada is committed to promoting action at both the global and local levels, including the NPAP in Vietnam, for a cleaner and more sustainable future.”

Discussing at the workshop, delegates said that, in order to promptly follow new trends and meet the requirements of the new context on a global, regional and domestic scale, NPAP Vietnam will continue to implement practical activities, closely linked to the current situation and necessity in regions and areas that are hotspots of plastic waste; promote the dissemination of policies and communication to change the awareness and actions of businesses and people from the design, production, consumption and responsible disposal of plastic products; contribute to effectively implementing the extended responsibility of manufacturers in the plastics industry, as well as managing the plastic life cycle from production, to consumption, collection, classification and recycling, reuse./.
