Strengthening the Steering Committee to review and remove difficulties related to projects

Decision No. 1568/QD-TTg clearly states the establishment of a Steering Committee on reviewing and removing difficulties and obstacles related to projects, with Permanent Deputy Prime Minister Nguyen Hoa Binh as Head of the Committee.

Prime Minister Pham Minh Chinh signed Decision No. 1568/QD-TTg dated December 12, 2024 to strengthen the Steering Committee for reviewing and removing difficulties and obstacles related to projects.

The Decision clearly states the strengthening of the Steering Committee on reviewing and removing difficulties and obstacles related to projects (Steering Committee) including the following members:

The Head of the Committee is Permanent Deputy Prime Minister Nguyen Hoa Binh.

Deputy Head of the Board is Minister of Planning and Investment Nguyen Chi Dung.

Members of the Steering Committee include: Minister of Finance; Governor of the State Bank of Vietnam; Minister of Justice; Minister of Natural Resources and Environment; Minister of Agriculture and Rural Development; Minister of Industry and Trade; Minister of Transport.

In addition, the Steering Committee members include: Supreme People's Court Judge Nguyen Van Dung; Deputy Minister of Public Security Pham The Tung; Leaders of the Government Office; Deputy Minister of Planning and Investment Do Thanh Trung; Deputy Minister of Construction Nguyen Van Sinh; Deputy Inspector General of the Government Duong Quoc Huy; Deputy Director of the Supreme People's Procuracy Nguyen Quang Dung; Deputy State Auditor General Tran Minh Khuong.

The Decision clearly states that the Head of the Steering Committee may invite additional leaders of a number of ministries, branches, and agencies to participate as members of the Steering Committee or request leaders of ministries, central and local agencies to implement, report necessary issues, and attend meetings.

Functions and tasks of the Steering Committee

The Steering Committee for reviewing and removing difficulties and obstacles related to projects is an inter-sectoral coordination organization that helps the Prime Minister research, direct, and coordinate the resolution of important, inter-sectoral tasks to remove difficulties and obstacles for projects, not including projects being directed to be removed by other Steering Committees and Working Groups of the Prime Minister, Deputy Prime Ministers, and ministries.

The Steering Committee is responsible for researching and proposing to the Prime Minister directions, tasks, and solutions to resolve important, inter-sectoral issues to remove difficulties and obstacles related to projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital and other capital sources (if any), excluding projects being directed to be resolved by other Steering Committees, Working Groups of the Prime Minister, Deputy Prime Ministers, and ministries.

The Steering Committee assists the Prime Minister in directing, inspecting, coordinating and urging relevant ministries, branches and localities to perform the following tasks:

- Review, clarify and summarize difficulties and problems related to projects under assigned state management scope, identify causes of difficulties and problems and propose solutions; direct ministries and agencies to guide and resolve them according to their authority.

- Summarize difficulties and problems related to projects according to specific groups of issues, determine the handling authority of relevant levels, report to the Prime Minister for consideration or allow submission to the Government to issue a Resolution to guide ministries, agencies and localities to resolve each specific group of issues under the authority of the Government, Prime Minister, ministries, central agencies and localities; advise the Prime Minister to report to competent authorities for groups of issues beyond their authority.

- Direct, urge, inspect, and synthesize the resolution and removal of difficulties and problems related to projects under the authority of ministries, central and local agencies; report to the Prime Minister on newly arising issues (if any).

- Review and direct the amendment and supplementation of relevant legal mechanisms and policies under the authority of the Government, Prime Minister, ministries, branches and localities, and report to competent authorities on issues beyond their authority.

The Steering Committee performs other relevant tasks as assigned and directed by the Prime Minister.

The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for ensuring the operating conditions of the Steering Committee, using its apparatus to perform the task of assisting the Steering Committee under the direction of the Head of the Steering Committee, ensuring that the number of organizational units and staff is not increased.

This Decision takes effect from December 12, 2024 and replaces Decision No. 1250/QD-TTg dated October 23, 2024 on the establishment of the Steering Committee for reviewing and removing difficulties and obstacles related to projects./.
