Proposal not to postpone military service for university and college graduates

According to voters in An Giang province, performing military service is a sacred and noble responsibility for the Fatherland of every citizen. Voters proposed to study and submit to the National Assembly to amend the Law on Military Service in 2015 in the direction of stipulating that citizens who have graduated from high school and been admitted to universities and colleges must perform military service and have their studies reserved. After completing military service and being discharged from the army, they will continue to participate in the reserved study program.

Regarding the above-mentioned proposal of voters, the Ministry of National Defense said that the Law on Military Service (NVQS) 2015 was passed by the 13th National Assembly, 9th Session on June 19, 2015, effective from January 1, 2016; together with the documents detailing the guidance of the Law issued, it has created a legal corridor, enhancing the effectiveness of state management of NVQS.

Article 30 of the 2015 Law on Military Service stipulates the age of military service as follows: “Citizens who are 18 years old or older are called up for military service; the age of military service is from 18 to 25 years old; citizens who have received college or university degrees and have been temporarily deferred from military service are called up for military service until 27 years old.”

Accordingly, for citizens who are students, the temporary deferment of military service is stipulated in Point g, Clause 1, Article 41 "Studying at a general education institution; being trained at a full-time university level at a university, or at a full-time college level at a vocational education institution during a training course of a training level".

Thus, the provisions of the 2015 Law on Military Service have created conditions for citizens to temporarily defer military service to focus on studying during a training course of a training level.

In addition, the military service age of the above-mentioned deferred citizens is also extended so that citizens have the opportunity to fulfill their sacred duty to the Fatherland, contributing to ensuring social justice in the field of military service.

On the other hand, the Resolution of the 13th National Party Congress determined to "Build a revolutionary, disciplined, elite, and gradually modern People's Army and People's Public Security, with a number of military branches, arms, and forces advancing straight to modernity."

One of the solutions to achieve this strategic orientation of the Party is to improve the quality of human resources, including non-commissioned officers and soldiers serving on active duty.

Therefore, the selection and enlistment of highly qualified people, especially citizens with university and college degrees, is necessary and suitable to the requirements of building the Army in the new situation.

"Thus, in order to create high-quality human resources for the country's economic and social development and to build the People's Army and the People's Police in the new situation, the current provisions of the Law on Military Service on the age of military service and deferment of military service for citizens admitted to regular universities and colleges are appropriate," the Ministry of National Defense said.
