Speaking at the online conference summarizing the work of preventing and controlling the Covid-19 epidemic of the National Steering Committee for Covid-19 Prevention and Control with localities on the morning of October 29, Chairwoman of the National Assembly's Committee on Social Affairs Nguyen Thuy Anh said:
The National Assembly, the National Assembly Standing Committee and the National Assembly agencies have promptly researched and sought solutions to remove institutional difficulties, promoted the sense of responsibility as representative bodies of the people, worked day and night, closely coordinated with the Government, ministries and branches to promptly issue Resolution 30 of the National Assembly on policies to prevent and control the Covid-19 epidemic.
Following Resolution 30, the National Assembly issued 7 other Resolutions, notably Resolution 43 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program; Resolution 80 on continuing to implement a number of policies in the prevention and control of the Covid-19 pandemic; Resolution 99 on thematic supervision of the mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic.
The National Assembly Standing Committee also issued 11 Resolutions, of which 6 Resolutions have different contents, not yet regulated in current laws such as: Labor Code, Employment Law, Health Insurance Law, Pharmacy Law... including Resolution 285 on the establishment of the National Assembly Standing Committee's Working Group to implement Resolution No. 30 of the National Assembly related to Covid-19 prevention and control.
The National Assembly comprehensively and deeply assessed the results achieved as well as pointed out the shortcomings, limitations, causes and lessons learned.

Accordingly, regarding the shortcomings and limitations in epidemic prevention work, the main cause stated is objective, because the Covid-19 epidemic develops too quickly, is complicated, unprecedented, and situations cannot be predicted. The National Assembly's report also stated 6 lessons learned.
Ms. Nguyen Thuy Anh also made a number of recommendations to the Government and the Prime Minister. The first is to promptly implement the Law on Civil Defense and the Law on Medical Examination and Treatment, first of all by issuing detailed regulations for implementation.
Continue to direct ministries, branches and localities to effectively implement the Resolutions of the National Assembly and the National Assembly Standing Committee on Covid-19 prevention and control that are still in effect, including Resolution No. 43 of the National Assembly.
“We also request the Government to review the Resolutions on epidemic prevention issued by the Government that are no longer suitable to the current situation in order to amend or abolish them and direct ministries and branches to thoroughly resolve the remaining issues related to Covid-19 epidemic prevention,” said Ms. Thuy Anh.
At the same time, the Government is requested to research, build and design a health system that ensures readiness and resilience to epidemics and public health disasters; enhance the ability to forecast and manage public health well;
It is necessary to have a firm grasp of data on facilities, human resources, and equipment of medical facilities, including private medical facilities, through establishing a continuous statistical and monitoring system and investing heavily in scientific research, production of vaccines, biological products, and treatment drugs, towards ensuring and mastering the pharmaceutical industry, meeting domestic demands, especially when the population is over 100 million and aging rapidly.
It is recommended that the Government study, propose, supplement and adjust current legal policies related to ensuring social security and pay attention to the use of resources from financial funds, including funds formed from community contributions, in responding to disasters and incidents and ensuring stable lives and jobs for people and workers.
“We also recommend that the Ministry of Health provide specific guidance to localities when adjusting acute respiratory infections caused by the new strain of coronavirus from group A infectious diseases to group B infectious diseases to ensure consistent and unified implementation,” said Ms. Nguyen Thuy Anh.
No loss or waste
Regarding the work of mobilizing and social mobilization, Ms. Nguyen Thi Thu Ha - Vice President, General Secretary of the Central Committee of the Vietnam Fatherland Front said that the total amount of cash and goods mobilized was about 2,900 billion VND. This is the amount mobilized at the Central level of the Fatherland Front, while at the local level, the amount mobilized was about 15,000 billion VND.
Regarding management and use, the amount received from the Central Government after consulting with the Prime Minister, most of it is transferred to the Vaccine Fund managed by the Ministry of Finance (about 79% of the total), the rest is transferred to localities to support frontline medical forces. The organization of calling, mobilizing, receiving, managing, allocating and using is carried out strictly, publicly, transparently, and to the right subjects, avoiding loss and waste.
However, in the context of a pandemic that first appeared on a very large scale and has unpredictable and unprecedented developments, the requirement to fight the epidemic must be quick.
Ms. Nguyen Thi Thu Ha informed about the work of mobilizing and promoting society in the fight against Covid-19.
Therefore, the process of mobilizing, managing and allocating resources also encountered some difficulties, especially the legal basis. At that time, there were no regulations for mobilizing epidemic prevention and control, and Decree No. 64/2008/ND-CP only mentioned mobilizing to prevent and control natural disasters, fires, and dangerous incidents. Specific regulations such as having to open an account at the treasury while the treasury only reached the district level did not ensure timely mobilization at the commune level as well as for compatriots abroad.
In addition, regulations related to procedures such as having to hold steering committee meetings, in that context not everyone can do so..., goods, materials, and equipment are of many types, then it is very difficult to determine the conversion into money at a certain time.
Therefore, according to Ms. Ha, after the pandemic subsided, the Party inspection and State audit agencies worked and some places made mistakes.
From that reality, Ms. Ha made 2 recommendations and proposals to the Prime Minister: Regarding the State Audit's recommendation for some localities, this is an amount that localities mobilized and implemented on the spot according to the regulations on "4 on-site". At that time, although it was an urgent time, the localities implemented the right principles, however, according to the auditor's recommendation to recover to pay the vaccine fund, this amount had been spent.
"Therefore, I propose that the Prime Minister allow local expenditures from local mobilization sources not to be recovered and paid to the vaccine fund," Ms. Ha proposed.
Regarding the remaining epidemic prevention and control fund, the Central Government has a surplus of 118 billion VND, while the localities have a surplus of 814 billion VND. We propose that the Prime Minister review and, if there is no more support content, transfer all of this fund to the Central Government according to the provisions of Decree No. 93 of the Government, which means that it will be used for the next phases and for matters related to natural disasters, incidents, and epidemics, and that localities will use it directly .
