In recent days, the 2km-long section of Tu Nhien commune's main road (Thuong Tin district, Hanoi) is being renovated and upgraded. According to Decision No. 519/QD-QLDA dated October 12, 2022 approved by Mr. Tu Ngoc Thanh - Director of Thuong Tin District Construction Investment Project Management Board, the consortium of Tan Dat Construction and Service Investment Co., Ltd. and Trung Son Construction and Trading Co., Ltd. won package No. 8 for the entire construction of the project to renovate and upgrade the 2km-long Tu Nhien commune main road (from the market intersection to the Hong Van - Tu Nhien - Chuong Duong inter-commune road, Thuong Tin district, Hanoi) with a total value of VND 53,874,226,374 (nearly VND 54 billion).

It is known that the items that need to be completed include: road surface, sidewalk, drainage, trees; road embankment, lighting and traffic organization. Present at the project, the reporter noted that the contractor is constructing a number of items: road surface, sidewalk drainage and road embankment. Currently, the sidewalk drainage is almost completed, workers are completing each part of the road embankment and rolling the road surface near the market intersection.
However, according to information from the people, the construction is currently facing many worrying issues. Specifically, some construction items such as manually paving the sloped embankment are showing many unusual signs.
According to the design, the slope roof is built by hand by workers, but according to the actual records of reporters at the project, in this construction part, workers only arrange the boulders along the slope roof and use very little mortar to connect the joints. There are even construction sections where workers first arrange the boulders to cover the slope roof and then only complete the mortar joints on the surface.

At the area near the market intersection, the construction unit is using a road roller to compact the crushed stone mix for the expanded road surface. Reporters noted that along the length of the road being compacted, there is a lot of construction waste, especially the road section adjacent to the embankment. According to the approved drawing, the filling part to expand the roadbed must be compensated with K95 sand.
An expert in the field of construction and design said that construction not in accordance with the design is very dangerous. Because the design unit has calculated correctly and sufficiently for the project to ensure the practicality, efficiency and safety of the project when put into use. Construction not in accordance with the design or material substitution during the construction process needs to be clarified soon to ensure the quality and volume of the project according to the approved design.
On the afternoon of November 3, speaking with Nguoi Dua Tin, Mr. Le Anh Tuan - Deputy Director of the Investment and Construction Project Management Board of Thuong Tin district said that according to the design of paving the slope with rubble stone and filling the inside of the embankment with K95 sand, all construction items have consultants to supervise and manage the site. "Building and paving the embankment requires mortar for bonding," Mr. Tuan affirmed.
Regarding the question raised by the reporter about whether the construction of the sloped roof with rubble using very little mortar to connect the joints ensures the construction design or not, the Deputy Director of the Investment and Construction Project Management Board of Thuong Tin district affirmed: "We will work again with the contractor and the supervising consultant to review and evaluate the construction site. Accordingly, the work that ensures quality will be accepted, but for the construction that does not ensure the embankment part, we will request to remove it and do it again".
The sand with scrap inside will not be guaranteed. The on-site supervisor will require 100% removal of these parts. "At the time the reporter recorded, the unit had not yet removed them," said Mr. Tuan.
However, after the reporter returned to the construction site, he recorded that there were only a few groups of workers working at the construction site. The rest of the construction site had no one from the consulting and supervising unit. "In the morning, I saw the consulting and supervising unit present here, but after a while in the morning, they went somewhere and have not been seen since," a worker shared.
Construction workers do not have protective gear, and there are no supervisors around the construction site.
In the construction package to renovate the main road of Tu Nhien commune, BETA Construction Investment Project Management Consulting Joint Stock Company was the winning unit for the supervision package with the amount of 1,212 billion VND.
