On the afternoon of December 17, Alternate member of the Party Central Committee, Secretary of the Provincial Party Committee Luong Nguyen Minh Triet - Head of the Steering Committee for the elimination of temporary and dilapidated houses in the province (referred to as the Steering Committee) chaired the 4th meeting of the Steering Committee.
Attending the event were Chairman of the Provincial Vietnam Fatherland Front Committee Le Tri Thanh; Head of the Provincial Party Committee's Mass Mobilization Commission Huynh Thi Thuy Dung, and members of the provincial steering committee.
Slow disbursement
According to the report, by December 15, the whole province had built and repaired 5,953 houses (1,325 houses according to Resolution 13 of the Provincial People's Council and 4,589 houses according to Project 1245), reaching 54.3% of the total number of approved houses (10,945 houses).
The total budget allocated from 2023 to December 15, 2024 for the temporary housing elimination program is more than 152 billion VND (budget 130 billion VND, mobilized source 22 billion VND).
Pointing out the difficulties, Ms. Truong Thi Loc - Director of the Department of Labor, Invalids and Social Affairs of the province said that the data on temporary housing in localities is always fluctuating, causing difficulties for the province's general synthesis agency.
In addition, the People's Committees of districts, towns and cities are slow in implementing some contents according to the direction such as reporting the results of the consolidation of the Steering Committees at district and commune levels; reporting progress and results of implementation according to the outline, form and time; reviewing and approving the list of support beneficiaries that need to be adjusted...
Notably, the issue of remaining funds for temporary housing removal is a concern. According to Chairman of the Vietnam Fatherland Front Committee of the province Le Tri Thanh, the provincial mobilization fund still has 27 billion VND remaining, waiting for the provincial People's Committee to propose budget allocation. Meanwhile, the district level has only disbursed more than 6.1 billion VND (27.8%), with nearly 16 billion VND remaining (72.2%).
Comrade Le Tri Thanh requested to clarify the reason for the fund surplus, and at the same time requested the Provincial People's Committee to direct the District People's Committees to urgently disburse the allocated funds from the province and mobilized funds from the district level (the remaining funds in the districts are more than 8.1 billion VND) to support the people.
Proposal for inspection and supervision
After listening to opinions and concluding the meeting, Provincial Party Secretary Luong Nguyen Minh Triet highly appreciated the sense of responsibility of the members of the Provincial Steering Committee; at the same time, he also said that the involvement at the district and commune levels in some places was not resolute, specific, and clear.
Reiterating the guiding spirit in eliminating temporary houses as "The province takes care of policies and resources, while districts and communes, directly the leaders, must take part", the Provincial Party Secretary requested the Department of Labor, Invalids and Social Affairs to advise the Provincial Steering Committee to develop a plan to inspect the work of eliminating temporary houses in localities.
Although it is a major policy, many places still report "dancing" data; there is shouting and talking before taking action, but it is not considered a must-do. Therefore, it is necessary to inspect and monitor to handle a few places to warn people."

Assigning tasks for the coming time to members of the Provincial Steering Committee, Provincial Party Secretary Luong Nguyen Minh Triet proposed to unify the centralized data reporting to a single focal point, the Department of Labor, Invalids and Social Affairs. The Provincial People's Committee needs to direct the development and guidance of the reporting form; periodically review and update the data on a monthly basis.
The Provincial Party Secretary requested the Department of Labor, Invalids and Social Affairs to review and advise on supplementing the working regulations and assigning tasks to the Provincial Steering Committee. The Provincial Vietnam Fatherland Front Committee coordinated to organize a 3-year review of Directive 25 in conjunction with a summary of the work of socializing funding sources; continue to allocate funds, and strengthen supervision of the work of eliminating temporary housing.

The Provincial Party Secretary requested the Provincial Party Committee Office to consult on directive documents, requesting localities to promptly establish Steering Committees at district and commune levels according to the prescribed structure. In which, the Party Committee Secretary directly serves as the head of the Steering Committee. This task must be completed before December 25 and reported to the Provincial Steering Committee.
