State Audit Office holds press conference to publicly report audit results in 2023

That was the information given at a press conference to publicly report on the 2023 audit results and the implementation results of the State Audit's audit conclusions and recommendations in 2022.

Chairing the press conference, Deputy State Auditor General Ha Thi My Dung said that in 2023, the State Audit conducted 135 audit tasks with 174 audit teams and issued 248 audit reports.

The specific contents include auditing budget settlement reports at 25 ministries, central agencies and 52 localities; performing 33 thematic audit tasks and operational audits, accounting for 26% of the total number of audit tasks in accordance with the roadmap for implementing the goals of the State Audit Development Strategy to 2030...

Based on the audit results, the State Audit has transferred 40 cases with signs of law violations to investigation agencies at all levels; reported 2 cases to the Prime Minister for direction of the Ministry of Public Security to investigate and handle; provided nearly 2,000 records and audit reports to agencies of the National Assembly, the Central Inspection Committee, investigation agencies and other competent agencies to serve the investigation, inspection and supervision work.

Of the 40 cases mentioned above, to date, the investigation agencies have handled and resolved 35 cases (14 cases have been prosecuted, investigated and handled; 21 cases have opinions for investigation and appraisal) and a number of others need time to continue investigating and verifying in the coming time.

According to Director of General Department Vu Ngoc Tuan, from 248 audit reports in 2023, the State Audit has recommended increasing revenue and reducing state budget expenditure by more than VND 21,346 billion, and other recommendations of more than VND 28,595 billion;

In addition, the State Audit also recommended amending, supplementing, issuing new documents or canceling some contents that are not in accordance with legal regulations or not suitable for practice in 198 documents. Notably, the results of the inspection of the implementation of the audit recommendations last year showed that 92% of the recommendations to increase revenue and reduce state budget expenditures had been implemented.

The State Audit confirmed that the total public debt as of December 31, 2022 was more than VND 3,557,668 billion, down 1.63% compared to 2021, equal to 37.26% of GDP. Public debt indicators in 2022 are within the limits allowed by the National Assembly. Public debt per capita is VND 35.77 million/person, down VND 0.94 million/person compared to 2021 (in 2021 it was VND 36.71 million/person).

At the press conference, the State Audit also publicly announced the results of environmental audits and audits of major projects and topics implemented in 2023; results of audits of the business sector...

Through the 2023 audit activities, the State Audit recommends that the Government and the Prime Minister direct ministries, central agencies, localities, and audited units to fully and promptly implement audit conclusions and recommendations.

Of which, the State Audit recommended increasing revenue and reducing state budget expenditure for the 2022 budget year by more than VND 21,344 billion, other recommendations were more than VND 28,586 billion (not enough procedures, not managed, monitored, not approved by competent authorities and non-budget items...).

The State Audit also recommended reviewing to cancel or replace, amend, supplement, or issue new contents that are inconsistent with legal regulations or inconsistent with the reality of 198 documents; recommended reviewing and handling collective and individual responsibilities for shortcomings and violations stated in the audit reports of each audit conducted in 2023.

Regarding the results of the inspection of the implementation of audit recommendations in 2023, Mr. Vu Ngoc Tuan said that, regarding the financial recommendations through the audit in 2022 (audit year 2021), as of December 31, 2023, the units had implemented recommendations on financial handling of increasing revenue and reducing state budget expenditures by more than VND 31,719 billion, reaching a rate of 92%; other recommendations of more than VND 30,566 billion, reaching a rate of 83%.

In addition, for audit recommendations before 2022, in 2023, the audited units continued to implement more than 10,302 billion VND. The number of recommendations not implemented as of December 31, 2023 is more than 67,513 billion VND.
