This information was announced by Ms. Ha Thi My Dung, Deputy State Auditor General, at a press conference announcing the Summary Report on Audit Results in 2023 and the results of implementing the State Audit's audit conclusions and recommendations in 2022 this afternoon (July 2).

According to Ms. Dung, the main task of the State Audit is to prevent and detect violations and recommend increasing revenue and reducing expenditure for the State budget, as well as recommending the improvement of policy mechanisms and rectifying the management and use of public assets.

Through audit results, when the State Audit Office discovers issues related to signs of crime, the State Audit Office will transfer the case to the investigation agencies for consideration and handling according to regulations.

Recently, along with hundreds of reports sent to National Assembly deputies and committees, inspection and supervision agencies of the National Assembly, the State Audit Office also transferred 40 cases with signs of law violations to investigation agencies at all levels.

Up to this point, the investigation agencies have handled and resolved 35 cases, of which 14 cases have been prosecuted and 21 cases are under investigation and verification.

Some of the remaining cases were not prosecuted because the violations have now been resolved.

The leader of the State Audit Office said that in the process of coordinating with the investigation agency on cases with signs of crime and law violations, the State Audit Office received active and timely cooperation from competent authorities and investigation agencies.

However, the difficulty is in handling it thoroughly because it takes time to investigate and verify.

In 2023, the State Audit Office also issued an audit process for cases with signs of corruption. This is an important document because during the audit process, if the auditor discovers cases with signs of law violations, there will be a separate audit process.

7 cases of violations related to mineral exploitation in Hai Phong

According to the State Audit Office, out of 40 cases with signs of violations transferred to the investigation agency in 2022, there were 7 cases related to mineral exploration and exploitation in Hai Phong.

Responding to a question from PV.VietNamNet, Mr. Vu Khanh Toan, Chief Auditor of the State Audit Office of Region 6, said that during the audit, violations of the law on mineral resource exploration and exploitation were discovered. The auditors reported to the leaders in charge and the State Audit Office General in accordance with the prescribed procedures and the State Audit Office transferred 7 cases to the investigation agency.

To date, Hai Phong Police have announced that there have been 2 cases in which the police have decided to prosecute the case with the content of violating regulations on mineral resource exploitation according to the recommendation of the State Audit Office.

In addition to transferring the case to the investigation agency, the State Audit Office has made a number of corresponding recommendations, mainly recommending that the People's Committee of Hai Phong City direct functional units and audited units to inspect, compare, review, and handle in accordance with legal regulations; in cases where there are signs of violations, it is necessary to handle the responsibilities of related individuals;

Proposal to increase revenue and reduce state budget expenditure by more than 21,000 billion VND

Through the 2023 audit, the State Audit Office recommended increasing revenue and reducing state budget expenditure for the 2022 budget year by more than VND 21,344 billion, and other recommendations of VND 28,586 billion.

Regarding the results of the inspection of the implementation of audit recommendations in 2023, related to financial recommendations through audit in 2022 (audit year 2021), as of December 31, 2023, the units have implemented recommendations on financial handling of increasing revenue and reducing state budget expenditures of over VND 31,719 billion, reaching 92%; other recommendations of VND 30,566 billion, reaching 83%.

In addition, for audit recommendations before 2022, in 2023, the audited units continued to implement an additional nearly 10,303 billion VND.

The number of recommendations not implemented as of December 31, 2023 is 67,513 billion VND.

Regarding recommendations for reviewing collective and individual responsibilities, 68/183 audit reports with recommendations for review have been implemented by the units.
