The flood-prevention resettlement area in Dien My commune, Huong Khe district, Ha Tinh province, has been invested with more than 41 billion VND with the expectation of creating safe housing for 165 households that are often flooded. However, more than 2 years since the infrastructure of the resettlement area was completed, no households have yet moved in.
The anti-flood resettlement area of Dien My commune is less than 2km from the old place of residence. The production area of the people is located between the old place of residence and the resettlement area. The resettlement area has beautiful terrain and is well-planned, but people are not interested in living there. The incident makes the local authorities worried.
According to the reporter, in the resettlement area of Dien My commune, only 2 households have built houses but have not yet moved in, and a few other households have gathered materials but have not yet started construction. The road system, drainage ditches, and meeting hall in the resettlement area have been built quite completely, however, there is no clean water and electricity has not been connected to the households.
Mr. Nguyen Van Giao in the flood-prone area of Trung Tien village, Dien My commune, was the first household to receive land and build a house, but his family has not been able to settle down yet. “There is no electricity or running water, so my family has only come to live temporarily. I hope that the authorities will soon turn on the electricity and invest in building a clean water project so that my family can stabilize their lives and live long-term,” Mr. Giao shared.
A household that was relocated to a resettlement area in Dien My commune said: We have now built a solid house on the old land. If we move to a resettlement area, we will not have money to build a house. Meanwhile, the regulations stipulate that the land in the old location must be converted to land for perennial crops, and the house must be demolished. Therefore, no one is interested in leaving the old place.
The project of rural residential infrastructure works to prevent and combat floods for people in Phuong My commune (now Dien My commune) is invested by the People's Committee of Huong Khe district (Ha Tinh). The project is invested with a capital of 41 billion VND, constructed by Hoang Ngoc Construction and Trading Company Limited and Song Ba Construction Joint Stock Company (located in Huong Khe town). According to the plan, the project will be implemented from 2017-2019, with the goal of resettling 165 households regularly affected by floods in Trung Thuong and Ap Tien villages (Dien My commune).
Specifically, each household subject to relocation will be granted 1 free plot of land to build a house and ancillary works with an area of 360 - 390m2. However, due to land acquisition and lack of capital, the project will only start construction in November 2020. By January 2023, the project will be completed, handed over and put into use.
According to research, the reason why people are not interested in the resettlement project is because many households no longer meet the conditions set by the project; others do not want to leave their old place of residence to move to a new location due to economic difficulties. In addition, people also believe that the planning area does not meet conditions such as lack of clean water and potential risk of landslides.
Mr. Hoang Xuan Tan - Secretary and Chairman of Dien My Commune People's Committee said: Currently, the resettlement area has 34 households receiving land, of which 3 households have gathered materials to build houses and 2 households have built houses but have not yet moved in. The locality's mobilization of people to receive resettlement land is facing many difficulties.
According to Mr. Tan, there are many reasons why few people receive resettlement land. Firstly, because the process of building infrastructure in the resettlement area lasted from 2017 to 2022, many households have built flood-proof houses in the old place, so they do not need to move to resettlement. Secondly, the resettlement area does not have electricity or water, so people have built houses but cannot move there. On the other hand, to build new houses in the resettlement area, it takes at least 300 - 400 million VND, while the economic conditions of the people are still limited.
“The district has directed that by January 10, 2025, the procedures for installing electricity and drilling water wells for people in the resettlement area must be completed. Once electricity and water are available, more people may register to receive resettlement land,” Mr. Tan added.
Explaining the low number of households coming to receive land and build houses in the flood prevention resettlement area of Dien My commune, a representative of Huong Khe district said that the process of approving the investment policy until the project implementation lasted many years. Initially, the number of households registered for resettlement was large, but later they proactively upgraded their houses so they no longer needed it. Moreover, according to regulations when going to resettlement, the old place of residence of the people must be converted from residential land to agricultural land, so the people do not want to make the trade-off.
