On the morning of April 7, the People's Council of Ho Chi Minh City coordinated with the Department of Information and Communications and Ho Chi Minh City Television to organize the program "People ask - Government answers" with the topic "Management of water supply, drainage and domestic wastewater treatment".
Discussing the recent sudden water supply outage at E Home S apartment building (Thu Duc City), which caused thousands of residents to struggle in their daily lives, Mr. Nguyen Thanh Su - Deputy General Director of Saigon Water Supply Corporation (SAWACO) said that on April 2, Thu Duc Water Supply Joint Stock Company carried out the connection of the D400 pipeline within the scope of the An Phu intersection project.
The connection was expected to be completed from 10pm on April 2 to 4am on April 3. However, the actual construction progressed slower than expected. By 1pm on April 3, the units had just completed the construction and then Thu Duc Water Supply Joint Stock Company opened the water supply to supplement the areas, including the Ehome S Thu Duc apartment complex.

According to Mr. Su, because the water supply in the area is weak, it takes more time to turn on the water. When the problem was discovered, Thu Duc Water Supply Joint Stock Company deployed a solution to supply water by tanker trucks to the people. However, because the area is densely populated, this solution was not timely. It was not until the afternoon of April 4 that the residents had stable water supply again.
SAWACO leaders said that, through this incident, the Corporation has noted the opinions of the people and immediately implemented a number of solutions to prevent similar situations from happening.
“SAWACO has increased flow regulation and regulation on the pipeline for the downstream area; conducted regular and periodic flushing to minimize the above situation. At the same time, the water supply industry is also carrying out two projects to install transmission pipelines on two roads in the district to fundamentally resolve the above situation,” said Mr. Su.
Proposal to build a pipeline across the river from the mainland to Thanh An island commune
Sharing at the program, voter Nguyen Van Tan (Can Gio district) said that the people of Thanh An island commune and Thieng Lieng island hamlet have had barges used by the government and water supply unit to transport water for people to use.
However, Mr. Tan said that in the long term, this is not sustainable because of the impact of weather and the difficulty of long-distance transportation. Therefore, the city needs a more fundamental and sustainable solution to provide a cleaner, safer and more stable water source.
Regarding this opinion, Mr. Nguyen Thanh Su said that the People's Committee of Ho Chi Minh City and SAWACO are very interested because Can Gio district is identified as a remote area.

In 2020, SAWACO signed a joint agreement with Can Gio district on a program to ensure water supply for the district in the period of 2020 - 2025. Specifically, for Thanh An island commune, in 2023, the company installed a pipeline system on the central road of the island commune, about 1.5 km long. Along with that, the district People's Committee currently has a project to install a tank system in the center of the island commune (including two tanks, the tank has a capacity of about 5,000 m3 / day) and in Thieng Lieng island hamlet (about 500 m3 / day).
SAWACO is currently coordinating with the District People's Committee to contribute technical solutions to ensure safe and stable water supply for the island commune's people.
“In the long term, SAWACO is surveying and proposing that the city build a pipeline across the river from the mainland to Thanh An island commune with a length of about 34km. This requires a huge amount of funding and needs to be researched and consulted with departments and agencies. At the same time, the installation of this pipeline must ensure compliance with the future planning of Can Gio district,” Mr. Su informed.
Regarding the incidents of leaks and bursts in large pipelines in Ho Chi Minh City, Mr. Su said that every year the company proactively reviews pipeline systems that are predicted to leak or become old and rotten to develop specific plans and allocate capital and a roadmap to promptly handle possible incidents. At the same time, the water supply industry reserves appropriate materials and equipment, ready to promptly handle incidents on the pipelines to avoid water loss for the people.
