On December 12, a leader of the Dak Lak Department of Education and Training said that he had just reported to the Provincial Party Committee and Provincial People's Committee about the case of a student from Lac Long Quan Secondary School (Buon Ma Thuot City) who finished 9th grade but only had a transcript up to 6th grade (no transcript from 7th to 9th grade).
According to the report, in early October, the Department of Education and Training received a report from the Department of Education and Training of Buon Ma Thuot City regarding the content related to students of the Social Sciences Department, Lac Long Quan Secondary School and requested the Department of Education and Training to give instructions on how to resolve the issue.
After that, the Dak Lak Department of Education and Training sent an official dispatch to the Ministry of Education and Training requesting consideration and direction on how to handle the case of students with disabilities who did not have academic records during their studies at Lac Long Quan Secondary School. Up to now, the Department of Education and Training is waiting for a response from the Ministry of Education and Training.

Under the direction of the Dak Lak Department of Education and Training, the Buon Ma Thuot City Department of Education and Training organized a working session with parents of students of the Social Sciences; attended by representatives of Lac Long Quan Secondary School; relevant departments and offices of the Buon Ma Thuot City People's Committee.
Dak Lak Department of Education and Training also said that, comparing with current regulations and the disability certificate signed by Tan Tien Ward People's Committee (Buon Ma Thuot City) on June 28, 2023 of the student with disabilities, Lac Long Quan Secondary School has no basis to complete the entire secondary school education record for the student with disabilities as a student with disabilities.
Accordingly, the Department of Education and Training of Buon Ma Thuot City has no basis to consider recognizing secondary school graduation for students with disabilities according to Decision No. 11/2006/QD-BGDDT dated April 5, 2006 of the Ministry of Education and Training on promulgating the Regulations on considering and recognizing secondary school graduation.
Therefore, families wishing to send their children to school under inclusiveeducation need to carry out the prescribed procedures from the time the student has a disability certificate issued by the local authority.
As Thanh Nien reported, in the 2019-2020 school year, student D.XH entered class 6D at Lac Long Quan Secondary School, but due to poor academic performance, he had to stay back at the end of the year. At the beginning of the 2020-2021 school year, student H. was arranged to repeat class 6D (not promoted to grade 7). However, when going to school, student H. did not enter class 6D but followed her friends to class 7D.
In response to the incident, the teacher reported the incident to the school and notified H.’s parents for coordination. Afterwards, H.’s family submitted a request to the school to allow their child to move up to class 7D, citing the desire for their child to integrate into the community. In the request, the parents stated that H. had autism.
In the following school years, H. continued to study in grades 8 and 9 without any records of academic evaluation for grades 7, 8 and 9. At school, H. only had a grade 6 report card confirming the results of the student being retained in the same grade. In subjects, teachers also let H. take tests but did not evaluate the learning results of the subjects.
