On the afternoon of November 2, the Ho Chi Minh City People's Committee held a press conference to inform about the socio-economic situation in the city.
In response to the press's concern about the regulation on "buying news" to serve the work of preventing and combating corruption and negativity, the Internal Affairs Committee of the Ho Chi Minh City Party Committee has provided additional information about this matter.
Specifically, Mr. Tran Quoc Trung, Deputy Head of the Internal Affairs Committee, said that the issuance of this regulation aims to fully develop regulations, rules, and procedures in the organization and operation to improve the operational efficiency of the Steering Committee for Anti-Corruption and Negativity of Ho Chi Minh City.
Mr. Trung also affirmed that this mechanism is unlikely to be exploited for slander or anonymous denunciation. Because according to regulations, the person providing information must clearly provide their full name, citizen identification number, phone number, contact address and maintain contact with the person receiving the information.
“Therefore, there can be no cases of anonymity or impersonation. At the same time, the person providing information must also be responsible for the authenticity of the information and documents he/she provides; and compensate for damages caused by his/her intentional denunciation or false reflection,” Mr. Trung clarified.
The representative of the Internal Affairs Committee also informed that before issuing this regulation, the city consulted the experience of agencies and units in implementing the mechanism of "purchasing and processing information about denunciations and reflections of corrupt and negative behaviors".
In addition, the City Steering Committee for Anti-Corruption and Negativity was established at the end of 2022. Therefore, the issuance of regulations at this time is a step to perfect the committee's operating procedures.
“Actually, this is not a new regulation. The Central Committee for Internal Affairs has applied it and some provinces have also developed regulations on buying information. The city has based on the actual situation and also consulted the experience of the Central Government and other provinces to develop this regulation,” Mr. Trung added.
According to Mr. Trung, up to now, the city has been implementing the recording of information on corruption prevention and control in accordance with Party regulations and State laws (such as through citizen reception, complaints, denunciations, reflections, recommendations, inspections, supervisions, etc.); the current spending of money to buy information is based on the Central Government's guidelines, the implementation experience of some provinces and cities, and is aimed at encouraging and motivating people to provide information, thereby contributing to further improving the quality and effectiveness of this work.
As reported by VietNamNet, the Standing Committee of the Ho Chi Minh City Party Committee has just issued regulations on "buying information" to serve the work of preventing and fighting corruption in the city.
Accordingly, each report (incident) will be approved for 10 million VND if it is effective according to regulations. The information provider's personal information will be kept confidential, because the information is provided in a one-line form. The person receiving and processing the information will receive and report to the Steering Committee according to regulations.
Mr. Trung emphasized that to ensure the confidentiality of the informant, all documents and payment procedures will be carried out in a confidential manner.
