On December 1, the provincial working delegation conducted a field survey, evaluated the results and documents of the criteria for building advanced new rural areas (NTM) of 5 communes: Gia Tran, Gia Hoa, Gia Phu, Gia Vuong, Gia Minh; and the model NTM of Gia Thanh commune (Gia Vien district).
The working delegation includes leaders of the Department of Agriculture and Rural Development, the Provincial People's Committee Office, a number of departments, branches, the Provincial Vietnam Fatherland Front Committee, and the Provincial Coordination Office of the National Target Program on New Rural Development.
After inspecting the communes, the delegation had a working session at the District People's Committee to listen to reports on the results of building advanced and model new rural areas of the communes.
Accordingly, in terms of planning, all 6 communes have established general and detailed plans in accordance with the district's general planning. The infrastructure of the communes continues to be invested in and upgraded: Many roads have been maintained, expanded, and additional traffic safety signs, lighting systems, and trees have been installed; communal and village cultural houses have also been equipped with equipment to better serve the needs of community activities, cultural and artistic activities, and sports of the people; 6/6 communes have standard solid medical stations. In terms of education, 6/6 communes have 3 levels of education meeting national standards level 1, and at least one school meeting level 2 standards.
The development of production and income improvement for people have been actively directed by local Party committees and authorities through creating conditions for businesses to invest in production and business in the area; unblocking capital flows for people to develop production; land consolidation, conversion of crop and livestock structures, etc. Thanks to that, the average income per capita has increased over the years. Specifically, in 2023: the average income per capita of Gia Thanh commune is 74.9 million VND/person/year; Gia Tran commune is 71.6 million VND/person/year; Gia Hoa commune is 70.2 million VND/person/year; Gia Phu commune is 68.3 million VND/person/year; Gia Vuong commune is 69.9 million VND/person/year; Gia Minh commune is 68.1 million VND/person/year.
Implementing the One Commune One Product (OCOP) program, each commune has its own typical products: Gia Thanh has mushroom products; Gia Tran has lotus seeds and dried lotus hearts; Gia Hoa has Ba Non custard apple products; Gia Phu has turmeric-flavored herbal fish floss and fish cakes; Gia Vuong has conical hats; Gia Minh has grass carp and Duc Tinh carp floss.
The movement to build villages and hamlets that meet the standards of model new-style rural residential areas has been widely implemented. All 6 communes have over 30% of villages and hamlets meeting the standards. Gia Thanh commune alone has 8/10 hamlets meeting the standards of model new-style rural residential areas, reaching 80%.
Regarding the results of the people's satisfaction poll: all 6/6 communes have a people's satisfaction rate of 90% or higher.

At the conference, representatives of departments and branches in charge of the criteria inspected and reviewed each criterion of advanced and model NTM communes of the communes, pointed out shortcomings, and provided detailed instructions for the communes to complete the dossiers for submission to the relevant levels for consideration. Along with that, they suggested and proposed additional solutions for localities to further improve the quality of the criteria, especially promoting the potential and efficiency of land use, OCOP products, and increasing income for people in the next stage.
The working group unanimously concluded: 5 communes Gia Tran, Gia Hoa, Gia Phu, Gia Vuong, Gia Minh are eligible for recognition as communes meeting advanced NTM standards; Gia Thanh commune is eligible for recognition as communes meeting model NTM standards in 2023. However, it is recommended that the communes review the records, ensure data consistency, and promptly complete and send them to the Provincial Office of the National Target Program on New Rural Construction to complete the procedures for the Provincial People's Committee and the Provincial Appraisal Council to review and recognize. In addition, it is necessary to receive, grasp and have solutions to resolve the people's unsatisfied opinions so that the NTM construction program can go deeper and more sustainable.
