According to the report of the Ministry of Agriculture and Rural Development, after more than 7 years of implementing the fight against IUU fishing and removing the yellow card warning of the European Commission (EC), the whole country has basically overcome the contents according to the EC's recommendations at the 4th inspection in October 2023.
The number of fishing vessels nationwide has been reviewed and confirmed to be more than 84,500, of which the number of registered fishing vessels updated on VNFishbase is more than 83,600, reaching nearly 99%. All fishing vessels with a length of 15 m or more participating in fishing activities have been installed with a vessel monitoring system (VMS).
The handling of “3 no” fishing vessels has been basically completed. Localities have compiled a list, updated it on the fishing vessel monitoring system and assigned functional forces and local authorities to monitor, manage and regularly update the anchorage locations of fishing vessels that are not qualified for fishing and fishing vessels at high risk of violating IUU fishing.
In particular, information technology has been applied to monitor and control the monitoring of seafood output unloaded through ports; electronic traceability (eCTD) has been implemented to ensure transparency and legality for export shipments to the European market that do not violate IUU.
Control of imported seafood products is fully implemented in accordance with international regulations and EC recommendations. Law enforcement, criminal prosecution, and administrative sanctions have been resolutely implemented by localities, creating a strong change in deterrence and education in the fishing community. The situation of fishing vessels and fishermen violating illegal fishing in foreign waters has significantly decreased.
In Quang Tri, up to now, all 776 fishing vessels with a length of 6 m or more and a total capacity of nearly 125,500 CV have been registered; 754/776 fishing vessels have been granted fishing licenses, reaching a rate of 97.16%; 774/776 fishing vessels have been marked, reaching a rate of 99.74%. 100% of fishing vessels have been updated on the VNFishbase database system. No fishing vessels in Quang Tri that illegally exploited aquatic resources in foreign waters have been arrested.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested ministries, departments, branches and localities to continue to focus on completing key and urgent tasks; overcoming shortcomings and limitations before the EC Inspection Delegation visits for the 5th time (expected in May - June 2025).
Assign specific responsibilities and strictly handle organizations and individuals who do not fulfill their assigned duties and tasks, assist and condone IUU fishing violations, affecting the country's efforts to remove the yellow card warning.
Urgently review, verify, and thoroughly handle IUU fishing violations, especially acts of intentionally disconnecting VMS; sending and transporting VMS equipment; crossing maritime boundaries; illegally fishing in foreign waters... Seriously and effectively carry out the work of confirming and certifying the origin of exploited aquatic products.
At the same time, note a number of urgent tasks that need to be carried out in the coming time such as: continuing to apply science and technology, perfecting the information infrastructure for fishing vessel management; building a shared database, integrating, unifying, and synchronizing all data related to fishing vessels, ship owners, captains, etc.
Implement inter-local management of fishing vessels operating at sea. Strengthen specialized inspections; study and supplement inspections of fishing ports, seafood purchasing and processing facilities. Study the application of electronic identification for fishing vessels and vessel owners.
