On the afternoon of October 31, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep and leaders of the Department of Irrigation inspected the flood situation and the current status of irrigation dams in Ha Tinh.

Chairman of the Provincial People's Committee Vo Trong Hai; Permanent Vice Chairman of the Provincial People's Committee Nguyen Hong Linh; Colonel Nguyen Xuan Thang - Commander of the Provincial Military Command and representatives of relevant departments, agencies and localities accompanied the delegation.

Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep and his delegation inspected the Ngan Truoi - Cam Trang Hydropower Plant (Vu Quang District) and Tat Dam (Huong Khe District).

Due to the influence of cold air, from October 28 until now, Ha Tinh area has had heavy rain, some places have had very heavy rain; floods on rivers have risen rapidly, causing localized flooding, landslides, land subsidence in some localities, causing damage to property, houses, infrastructure... Ha Tinh has been deploying forces and means to promptly respond and overcome the consequences of floods, ensuring stable lives for the people.

Currently, in the province, there are nearly 130 damaged and degraded dams with a high risk of being unsafe during the 2023 flood season. Of these, 47 are critical reservoirs that need to be upgraded and repaired soon. In particular, the recent floods have caused the Tat Dam (Hoa Hai Commune, Huong Khe District) to break a 15m long and 7m wide dam body. This project has a capacity of 0.4 million m3 of water, serving irrigation for agricultural production. The incident has caused erosion of downstream roads and silted up many areas of people's rice fields.

The delegation inspected the Tat dam project (Huong Khe district) and listened to a quick report on the flood situation and the current status of the dam in the area.

At the inspection, Mr. Vo Trong Hai - Chairman of the Provincial People's Committee requested the Ministry of Agriculture and Rural Development to continue to support the province in natural disaster prevention and control; especially supporting funding for upgrading, repairing and reinforcing damaged and degraded large dams, river embankments, sea embankments, etc.

Dam Tat (Hoa Hai commune, Huong Khe district) had a dam body break on October 30.

During the inspection, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep acknowledged Ha Tinh's efforts in natural disaster prevention. In particular, the Ngan Truoi - Cam Trang Hydropower Project has contributed greatly to storing water and preventing floods in the downstream area. At the same time, the downstream area of ​​the Ke Go reservoir irrigation project has also had solutions to prevent floods.

The Deputy Minister of Agriculture and Rural Development requested Ha Tinh province to report specifically and fully on the flood situation in the locality. In particular, clarify the flood situation in Huong Khe district, because this is a flood-prone area, flooding occurs almost every year. From there, recommend the Central Government to have solutions to overcome the flood situation in Huong Khe. The report needs to emphasize the impact of the Ho Ho hydropower reservoir project to have appropriate solutions; recommend changing the reservoir operation process with the goal of ensuring more safety for the downstream area.

The Deputy Minister of Agriculture and Rural Development emphasized that in the coming time, localities need to review key dams and reservoirs and find solutions to overcome them. In the immediate future, essential irrigation infrastructure (including Tat dam, Hoa Hai commune, Huong Khe) must be repaired to serve the agricultural production needs of local people. The repair and construction of reservoirs and dams must be carefully calculated to ensure the prescribed standards.
