National Assembly Chairman Tran Thanh Man requested the Government, Prime Minister, Minister of Health, and relevant ministries and branches to urgently propose to add to the National Assembly's law and ordinance building program the amendment of the Law on Prevention and Control of Tobacco Harms.
On the morning of November 12, continuing the 8th Session, the National Assembly listened to Deputy Prime Minister Le Thanh Long report and clarify a number of related issues raised at the Health sector question-and-answer session and the concluding remarks of National Assembly Chairman Tran Thanh Man.
Improve the quality of health care and protection for the people
Reporting and explaining a number of related issues raised at the question-and-answer session, Deputy Prime Minister Le Thanh Long thanked the National Assembly and the National Assembly Chairman for taking the time for Government members to report, clarify, explain, and answer questions on many important issues in the health sector. According to the National Assembly's program, the Minister of Health reported, explained, and answered many questions on groups of issues within the scope of the question-and-answer session. These are extremely practical issues, of both immediate and long-term significance to people's health and lives, and are also emerging issues in management practices, receiving special attention from the Government, the Prime Minister, the Ministry of Health, all levels, sectors, and the people.
Deputy Prime Minister Le Thanh Long said that in recent times, with the attention and support of all levels, sectors and localities, the health sector has made great efforts and achieved many important results in the work of caring for and protecting people's health, especially in disease prevention and control. However, there are still many limitations and shortcomings, even some issues that cause public concern such as the failure to completely overcome the shortage of drugs and medical supplies, slow processing of some projects, and difficulties and shortcomings in the management of functional foods and prevention of the harmful effects of tobacco.
Clearly identifying the significance and importance of the health sector, the Government and the Prime Minister have paid special attention and resolutely directed the Ministry of Health, relevant ministries and local agencies to focus on synchronously implementing tasks and solutions to improve the quality of health care and protection for the people. The Ministry has participated in perfecting institutions and policies, drafting and submitting to the National Assembly many draft laws, promulgating legal documents within its authority, removing obstacles and difficulties, urging and inspecting the implementation at all levels, sectors and localities, especially at the grassroots level.
The Deputy Prime Minister respectfully requests that National Assembly delegations, National Assembly deputies, and local leaders at all levels continue to pay attention, contribute opinions, support, and closely coordinate with the health sector to actively handle and resolve issues, so that the health sector is not alone in carrying out the important mission of protecting and caring for people's health assigned by the Party, State, and people.

Speaking at the end of the second group of issues in the field of health, National Assembly Chairman Tran Thanh Man said that the question and answer session was lively with 41 delegates questioning and 8 delegates debating. There were 17 delegates who had not been questioned, the National Assembly Chairman asked the delegates to send their questions to the National Assembly Standing Committee to forward to the Ministry of Health for answers according to regulations.
The use of electronic cigarettes and heated tobacco products tends to increase rapidly in the community, especially among young people, negatively affecting the health of users. Management of advertising activities of drugs, cosmetics, and functional foods on e-commerce trading floors and social networks is still facing difficulties. Ensuring drugs, chemicals, and medical supplies for disaster prevention and control is still limited...
Through the question-and-answer session, National Assembly Chairman Tran Thanh Man requested the Government, the Prime Minister, the Minister of Health, and relevant ministries and branches to carry out the tasks and solutions set out, including continuing to effectively implement the Law on Medical Examination and Treatment; Resolution No. 99 dated June 24, 2023 of the National Assembly on thematic supervision of the mobilization, management, and use of resources for COVID-19 prevention and control; Well implementing the planning of the health facility network in the national sectoral planning, regional planning, and provincial planning for the 2021-2030 period. Developing a plan to organize the procurement and storage of drugs, chemicals, and medical equipment, ready to distribute and support units and localities.
Complete the appraisal and licensing process in a streamlined, transparent and time-saving manner; strengthen human resource management capacity, carry out state management work and mobilize the effective participation of professional associations in this work; in 2024, decentralize licensing authority in the field of medical examination and treatment. Promote digital transformation, improve the national system for managing medical examination and treatment practices. Develop a Decree regulating the national database on health. Strengthen inspection and examination of the activities of medical examination and treatment establishments, strictly handle violations.
At the same time, focus on implementing the Law on amending and supplementing a number of articles of the Law on Pharmacy, the Law on amending and supplementing a number of articles of the Law on Health Insurance to remove difficulties and obstacles, ensure drugs, vaccines, medical equipment, medical examination and treatment under health insurance and develop the pharmaceutical industry. Strengthen management, inspection and examination in the production and trading of pharmaceuticals, cosmetics and functional foods, especially on e-commerce trading floors and social networks, strictly handle violations. Strengthen propaganda so that people have a correct understanding of functional foods.
The National Assembly Chairman proposed to urgently add to the National Assembly's law and ordinance-making program the amendment of the Law on Prevention and Control of Tobacco Harms. Study and report to the National Assembly and the National Assembly Standing Committee on the policy of developing appropriate documents to manage and prevent the harmful effects of electronic cigarettes, heated tobacco products and other new tobacco products. Step up propaganda and awareness raising, especially among young people and adolescents, about the harmful effects of alcohol, beer, tobacco, electronic cigarettes and heated tobacco products.
