Opening of the 17th Session of Binh Lieu District People's Council

On the afternoon of July 17, the People's Council of Binh Lieu district, term XX, 2021-2026, solemnly opened the 17th Session (Regular Session in mid-year 2024) to discuss and evaluate the results of implementing socio-economic tasks in the first 6 months of 2024, agree on key tasks for the last 6 months of the year and resolve important contents according to the functions, tasks and authority of the District People's Council.

In the first 6 months of the year, with the efforts, determination, solidarity and consensus of the entire political system and the entire people, Binh Lieu district has achieved important results. The total state budget revenue in the area by June 30, 2024 reached 102,883 million VND, equal to 59.78% of the estimate, equal to 66.05% of the same period, of which: Domestic revenue was 26,772 million VND, equal to 37.06% of the estimate and equal to 42.61% of the same period; Import-export tax revenue reached 76,161 million VND, equal to 76.16% of the estimate. On February 6, 2024, Binh Lieu district was recognized as meeting new rural standards in 2023, the first mountainous, border, and ethnic minority district in the country to complete new rural standards according to the criteria for the period 2021 - 2025. On January 30, 2024, Huc Dong commune was recognized as meeting advanced new rural standards in 2022. On June 25, Quang Ninh province (Vietnam) coordinated with Guangxi Zhuang Autonomous Region (China) to hold the official opening ceremony of the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate pair, opening up great opportunities for the development of Binh Lieu district in particular and Quang Ninh province in general.

Along with that, the district has completed many cultural and social development goals in advance. People's lives are constantly improved and enhanced. National defense, security, order and social safety are ensured. Foreign affairs activities are focused on expanding and increasingly going into depth. The work of building and rectifying the Party and the political system to be clean and strong in all aspects is focused on; advanced effectiveness of local government operations

At the meeting, the People's Council of Binh Lieu district reviewed 22 work reports of the Standing Committee of the People's Council, the People's Council committees, the People's Court of the district, the People's Procuracy of the district, the Civil Judgment Enforcement Office of the district; reports of the People's Committee of the district on corruption prevention and control; practicing thrift and combating waste; discussed the submissions and draft resolutions of the People's Committee of the district and expected to pass 12 Resolutions under the authority prescribed by law.

The District People's Council also focused on assessing and making in-depth assessments of the socio-economic situation, the results of the implementation of the state budget estimates, ensuring national defense and security in the first 6 months of the year and tasks for the last 6 months of 2024; planning the Public Investment Plan for 2025; adjusting and supplementing the Medium-term Public Investment Plan for the period 2021 - 2025 with district-level budget capital; approving adjustments to investment policies for a number of public investment projects; supplementing the public investment plan and allocating details of the public investment plan for 2024; listening to the report of the District Fatherland Front Committee on government building in the first 6 months of 2024 and opinions and recommendations of voters sent to the 17th session; listening to the Provincial People's Council delegates reporting on the results of the 19th session of the 14th Provincial People's Council; listen to the Committees of the District People's Council report on the implementation of socio-economic tasks, the operation of the People's Court, the People's Procuracy, the District Civil Judgment Enforcement Department in the first 6 months of the year and the tasks for the last 6 months of 2024, report on the examination of the Submissions, draft Resolutions submitted at the session and report on the results of thematic supervision. At the same time, the District People's Council will spend adequate time for delegates to question members of the District People's Committee on issues of concern to the people and voters in order to further improve the effectiveness and efficiency of state management in the area and the quality and satisfaction of the local government in serving the people.

On July 18, delegates will divide into discussion groups and discuss in the Hall; question and answer questions, and pass important Resolutions.
