Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council co-chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of the Provincial People's Council.

At this session, the Provincial People's Council organized a vote of confidence elected by the Provincial People's Council. This is an important method of supervision of the Provincial People's Council, contributing to assessing the prestige and performance results of the assigned tasks and powers of the person being voted for, helping the person being voted for see the level of confidence to continue to strive, practice, improve the quality and efficiency of work; serving as a basis for competent agencies and organizations to consider planning, training, fostering, arranging and using cadres.

The Provincial People's Council will also review and approve Resolutions on the Vinh City Urban Development Program to 2030, with a vision to 2050, and the Project proposing to recognize the expanded Vinh City as meeting the criteria of a Type I urban area.

This is an important legal basis for implementing the next steps to submit to competent authorities for approval of the Project to expand administrative boundaries and urban space of Vinh city.

Thereby, accelerating the construction and development of Vinh city into an economic and cultural center of the North Central region in the spirit of Resolution No. 39 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045.

The Provincial People's Council also reviewed and issued preferential policies for Phan Boi Chau High School for the Gifted, aiming to improve the effectiveness of implementing key educational tasks, discovering and nurturing excellent students, especially excellent students at the national, regional and international levels; thereby, contributing to creating high-quality human resources to serve the development of the province and the country.

Along with that, the meeting will consider and approve the list of works and projects requiring land acquisition; change the purpose of using rice-growing land and protective forest land; consider adjusting the 2023 public investment plan from the second phase of the local budget and adjusting the investment policy of 2 projects; amend and supplement regulations on decentralization of state budget revenue sources, local budget expenditure tasks and the percentage of revenue sharing between budgets of local authorities at all levels; amend the capital allocation plan and solutions to mobilize and integrate capital sources to implement the National Target Program on Sustainable Poverty Reduction.

Consider issuing the List of public career services using the state budget in the fields of agriculture and rural development in Nghe An province; regulate the collection levels of fees and charges for performing administrative procedures through online public services in Nghe An province.

Speaking at the opening of the session, Secretary of the Provincial Party Committee Thai Thanh Quy - Chairman of the People's Council of Nghe An province emphasized: To consider and decide on a number of important and urgent issues under its authority, based on the proposal of the Provincial People's Committee, the Standing Committee of the Provincial People's Council decided to convene the 16th session.

Accordingly, regarding the content of the Provincial People's Council conducting a vote of confidence for the person holding the position elected by the Provincial People's Council, the Chairman of the Provincial People's Council proposed: Based on the report of the person subject to the vote of confidence sent to the Provincial People's Council delegates, combining information through grasping public opinion, feedback from voters and the People, the process of monitoring and supervision of individuals, each Provincial People's Council delegate should uphold responsibility and a constructive spirit to conduct a vote of confidence for the person holding the position elected by the Provincial People's Council in a transparent, impartial, objective and accurate manner.

Regarding the draft resolutions submitted to the Session, the Chairman of the People's Council of Nghe An province requested the delegates of the Provincial People's Council and the delegates attending the Session to promote the spirit of democracy, responsibility, frankness and objectivity in the discussion, focus on key and core issues, clearly express their views, especially on issues with different opinions, so that the Provincial People's Council can determine the correct policies and decisions, close to the practical situation, effectively promote resources in investment, implement synchronous policies, put them into practice and meet the expectations of voters.
