Opening of the 15th session of the 15th Provincial People's Council, term XV, 2021-2026

Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, gave a speech at the meeting.

Speaking at the opening of the session, Chairman of the Provincial People's Council Lo Van Phuong emphasized that at the session, the Provincial People's Council will consider important contents, such as: Report of the Provincial People's Committee on the implementation of the socio-economic development plan, ensuring national defense and security; implementation of local budget revenue and expenditure tasks, public investment in the first 6 months of the year and key tasks and solutions for the last 6 months of 2024... These are the contents that need to be discussed, analyzed, and evaluated objectively and comprehensively, closely following the goals, tasks and solutions set out for the planning year. In particular, focusing on evaluating outstanding results, limited contents, needing to learn from experience; clearly identifying causes and responsibilities, thereby proposing practical and feasible tasks and solutions to best fulfill the goals and targets of socio-economic development, ensuring national defense and security; local budget revenue and expenditure; Disbursement of public investment capital in 2024. Thereby creating a premise for successfully implementing the socio-economic development task for the entire period of 2021-2025.

In that spirit, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates to promote their sense of responsibility, focus their intelligence, discuss democratically, and contribute many passionate and profound opinions. From there, the Provincial People's Council will make correct, appropriate, and effective decisions, meeting the requirements and tasks of socio-economic development, ensuring national defense and security, and the expectations of voters and people of all ethnic groups in the province.

The 15th session is expected to take place in 1.5 days; the Provincial People's Council will consider and approve 11 draft resolutions submitted by the Provincial People's Committee to institutionalize the Party's guidelines and the State's laws and policies in the practical conditions of the locality; consider 3 draft resolutions submitted by the Standing Committee of the Provincial People's Council and some other contents.

Speaking at the meeting, Provincial Party Secretary Tran Quoc Cuong acknowledged and highly appreciated the achievements of all levels and sectors in the first 6 months of 2024. In particular, the successful organization of the 70th anniversary of Dien Bien Phu Victory received the appreciation of Party and State leaders, central ministries and sectors and tourists nationwide. Along with that was the completion of support for the construction of 5,000 Great Solidarity houses for poor and near-poor households in the province under Project 09.

The Provincial Party Secretary also pointed out limitations such as: Economic growth rate has not met the plan (1.39 percentage points lower than the plan of 10.14%); low disbursement rate of public investment capital; progress of implementation of some key projects, investment attraction projects, urban development projects is slower than planned; progress of land allocation, forest allocation, and issuance of forestry land use right certificates has not met requirements. Implementation of national target programs in the area is still limited, progress is very slow...

To complete the set socio-economic development goals and tasks, the Provincial Party Secretary requested the Provincial People's Council delegates to focus on discussing and clarifying the causes of limitations and weaknesses, especially the causes of responsibility, capacity, management and implementation efficiency of all levels and sectors. From there, propose solutions to perform tasks more effectively in the coming time; overcome the situation of officials and civil servants lacking a sense of responsibility, fearing responsibility, avoiding and shirking in performing public duties.
