Opening of the national conference to summarize the work of the People's Council

Also attending the conference were: Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Dinh Tien Dung; Deputy Prime Minister Tran Luu Quang; Vice President of the Vietnam Fatherland Front Central Committee Truong Thi Ngoc Anh.

The conference was attended by more than 500 delegates.

Speaking at the opening of the conference, Politburo member and Permanent Vice Chairman of the National Assembly Tran Thanh Man said that the activities of the 15th National Assembly and People's Councils for the 2021-2026 term have gone more than half way; the National Assembly and the National Assembly Standing Committee have made many innovations and proposed solutions to better perform the function of supervising and guiding the activities of the People's Councils; from perfecting the legal basis to strengthening the activities connecting the National Assembly, the National Assembly Standing Committee, the agencies of the National Assembly, the agencies under the National Assembly Standing Committee with the People's Councils of provinces and cities.

The People's Council has also made many efforts, innovations and creativity in organizing the implementation of tasks; closely following the Party's guidelines and policies, the State's policies and laws; concretizing them into Resolutions, mechanisms and policies, promptly meeting practical requirements in each locality; making important contributions to the implementation of socio-economic development, national defense, security and foreign affairs goals of each locality and the whole country.

Mr. Man also informed that at the 2022 year-end conference, there were 60 recommendations and proposals sent to the National Assembly Standing Committee; to date, the agencies of the National Assembly, Government, and the Central Party Office have considered and responded to 44 recommendations (reaching 73.3%), the remaining recommendations and proposals, the agencies continue to study in the process of perfecting related policies and laws.

In addition, implementing the Project "Continuing to innovate, improve the quality, effectiveness and efficiency of the supervision and guidance work of the National Assembly Standing Committee on the activities of the People's Council" of the National Assembly Standing Committee, many activities have been carried out such as: reviewing the report on the activities of the People's Council at the meeting of the National Assembly Standing Committee; inviting representatives of the People's Council Standing Committee to participate in the Drafting Committee of draft laws and resolutions, and attending some important contents at the National Assembly sessions; along with the annual organization of the National Summary Conference, it is also an opportunity for the National Assembly Standing Committee to share, create more motivation and spread the innovation of the National Assembly and the National Assembly Standing Committee to local elected bodies.

In addition to the achieved results, Mr. Man pointed out that through monitoring the practice and through reports of the People's Councils of provinces and cities, the activities of the People's Councils in some places still have limitations in the quality of the sessions; there are no resolute and effective measures, timely and complete implementation of the contents of recommendations after supervision; the synthesis and response to voters' opinions and recommendations in some localities are still slow; the direction of digital transformation and application of information technology has not ensured progress, has not met practical requirements; at times and in some places, the coordination between agencies is not really close, these are issues that need to be resolutely overcome.

"2024 is the year of "acceleration", which is of great significance in implementing the goals of the Resolution of the 13th National Party Congress; Resolutions of Party Congresses at all levels; at the same time, starting to deploy preparations for Party Congresses at all levels, towards the 14th National Party Congress; preparing for the election of deputies to the 16th National Assembly and People's Council deputies for the 2026-2031 term; therefore, the entire political system must determine the spirit and actions as in the article of General Secretary Nguyen Phu Trong on the occasion of the 94th anniversary of the Party's founding, that is: in leadership, direction, administration, organization of implementation, there must be high determination, great efforts, drastic, dynamic, creative, positive actions, timely removal of bottlenecks and obstacles, promoting democracy along with maintaining discipline, implementing good coordination in leadership, management, and administration; attaching importance to quality and practical efficiency; creating breakthroughs for development", Mr. Man emphasized and suggested. The delegates discussed frankly, responsibly, in a constructive spirit, especially with practical proposals and recommendations, contributing to continuing to innovate, improve the capacity, effectiveness and efficiency of the People's Council's operations in 2024 and the 2021-2026 term; making important contributions to the successful implementation of the goals of the Resolutions of the Party Congresses of provinces and cities and the Resolution of the 13th National Congress of the Party.
