Speaking to Tuoi Tre Online on June 18, Ms. Doan Thi Lan Phuong (residing in Thai Binh province) was upset about the food at a restaurant in Ha Long city, Quang Ninh province showing signs of "overcharging", as well as the uncivilized behavior of the restaurant owner when he chased the customer out while complaining about the expensive food.
According to Ms. Phuong, at around 1:30 p.m. on June 17, after checking out of the hotel, the family went to Minh Phi restaurant in Don Dien area, Ha Khau ward, Ha Long city, Quang Ninh province for lunch.

After paying for a meal worth more than 2.3 million VND, Ms. Phuong checked the bill and saw signs of "overcharging" from the restaurant, so she complained and asked the restaurant to check again to see if there were any mistakes.
Specifically, Ms. Phuong said that a plate of fried mantis shrimps with about 10 cost 765,000 VND and a bowl of clam soup with a few but cost up to 200,000 VND was expensive, so she asked again to see if the calculation was correct.
"This entire process was recorded by a member of the group as evidence that our group had a very gentle and affectionate exchange to clarify whether the meal price was reasonable or not, and there was no attempt to cause trouble or make things difficult for the restaurant," said Ms. Phuong.

According to Ms. Phuong, while talking with the staff at the reception desk, a man suddenly appeared and asked with an unfriendly attitude. Then, this man also forced the group members to turn off their phones and not record videos.
"We did not agree because the restaurant also had cameras recording the incident, so we recorded more as evidence to avoid them saying we caused trouble later.
When we didn't turn off the phone, they started calling us "you" and "I". Some other men waved their hands, pushed us out and shouted "Get out of my house, I won't see you anymore..." - Ms. Phuong was upset.
Faced with the attitude of many people in the restaurant, Ms. Phuong's group then called the police and the People's Committee of Ha Khau ward to receive information.
Mr. Vu Duc Cuong - Chairman of Ha Khau Ward People's Committee - said that on June 18, the unit coordinated with the Department of Culture and Information, Ha Long City Police to work with the restaurant owner.
"The relevant authorities are still working to determine the restaurant's responsibility before imposing sanctions. The restaurant has apologized to the tourists for its inappropriate behavior and for not complying with the price posting," said Mr. Cuong.
