Previously, reflecting to Giao thong Newspaper, some households in Hoa Tien commune (Krong Pak district, Dak Lak province) with cultivated land along the Khanh Hoa - Buon Ma Thuot highway said that their gardens were flooded, many crops were damaged, because the contractor dug a drainage ditch to let water from the road surface flow into it.

Mr. Ho Duc Trung (residing in village 2, Hoa An commune) said that when he saw the road construction contractor blocking the drainage, his family reminded him many times but the unit did not comply.

On May 18, it rained and the water level rose about 1 meter, causing more than 100 guava trees in the fruit-wrapping stage, ready to be harvested, to be submerged in water, and nearly 1 sao of sweet potatoes ready for harvest were also flooded.

According to Mr. Trung, the contractor built a high roadbed, so there needed to be a solution to install pipes and drain water during the construction process. However, this unit did not implement it. When it rained heavily and flooded, fearing that the roadbed would be damaged, the unit found a way to cut drainage ditches, causing water to flow into people's gardens.

According to Giao Thong Newspaper reporters, the location where people reported the incident belongs to package 02, the section from Km95 + 200 - Km101 + 500 (L=6.3Km) undertaken by two contractors, Tan Nam Construction Joint Stock Company (main contractor) and Hoang Nam Bridge and Road Construction Company Limited (subcontractor).

Water was still flowing on the road, then flowing into people's fields. A large amount of mud and soil buried crops and people's entrances. A long section of the highway surface collapsed and fell into people's fields.

The contractor has dug a ditch about 1 meter above the highway to drain the water, but it is still higher than the land area of ​​the people, so some plants are still submerged. Some durian trees are starting to show signs of wilting and losing leaves, while the guava trees that are ready to be harvested are covered in mud.

In addition to the above location, many sections of the highway surface have accumulated water, the contractor had to dig many ditches to drain the water but the water still flows on the road surface.

Mr. Nguyen Duc Chieu, Project Manager of Hoang Nam Bridge and Road Construction Company Limited, said: According to the design, at the location where people complained, there was a culvert, but because the unit had not installed it yet, the water stagnated and flooded the crops. After people complained, the unit used machines to dig trenches to clear the water.

"Due to the sudden rain, the unit has not been able to handle it in time. Previously, we planned to dig several times but because there was no culvert, if we dug it up, it would cut off the project's access road. Currently, the contractor accepts the loss of access road to drain water for people's fields.

The contractor will inspect and support people to overcome the consequences," Mr. Chieu affirmed.

According to a leader of the Dak Lak Province Traffic Construction and Rural Development Project Management Board, the Board will check and verify the information reported. At the same time, the construction unit will be directed to remedy the flooding of people's crops.

Component 3 project, part of the Khanh Hoa - Buon Ma Thuot expressway project, has a total investment of more than 6,165 trillion VND, invested by the Dak Lak Provincial Management Board of Investment Projects for Construction of Transport Works and Rural Development. The project has a total length of nearly 48.09km, divided into 3 construction packages.
