The National Historical Site of Thac Ba Lake is a wonder of Yen Bai province, likened to "Ha Long on the mountain". With its special scale and value, on May 10, 2024, the Prime Minister signed Decision No. 396/QD-TTg approving the Master Plan for the construction of Thac Ba Lake National Tourist Area until 2040 with the goal of building and developing Thac Ba Lake National Tourist Area into one of the driving forces for tourism development in the country.

By 2040, the entire Thac Ba Lake National Tourist Area will become a branded tourism, resort and cultural center with a synchronous and modern social and technical infrastructure system, facilities, diverse, unique and high-quality tourism products and the ability to compete with countries in the region and internationally. This is an important legal basis for Yen Bai to concretize the goal of building and developing the Thac Ba Lake National Tourist Area into one of the driving forces for tourism development in the country.

Although Yen Binh district has faced many difficulties and challenges in its 13-year journey of building a new rural area, with the determination of "nothing is impossible, no retreat", promoting internal strength, support from the Central Government and the province, and promptly applying policies, consensus, determination, and creativity of the political system, and especially skillful mass mobilization work to mobilize people; up to now, all 22 communes of the district have met the new rural standards, including 7 advanced new rural communes and 1 model new rural commune; the district has completed 9/9 criteria of a new rural district. That achievement is a concrete proof of the correct policy and good implementation methods of the Party Committee and local authorities to attract people to participate, creating a huge resource for Yen Binh to successfully complete the set goals.

On February 6, 2024, the Prime Minister issued Decision No. 157/QD-TTg recognizing Yen Binh district as meeting the NTM standards in 2023. With this decision, Yen Binh is proud to become the second NTM district in Yen Bai province. This is an important milestone in the development history of Yen Binh district, opening up new opportunities and chances for the locality to continue to build and develop, becoming an advanced NTM district in the period of 2026 - 2030, towards the goal of becoming a typical model NTM district of Yen Bai province as well as the northern mountainous provinces.
At the announcement ceremony, authorized by the leaders of the Party and State, Deputy Minister of Construction Bui Xuan Dung presented the Prime Minister's Decision approving the Master Plan for the construction of Thac Ba Lake National Tourist Area, Yen Bai Province until 2040 to the Party Committee, government and people of all ethnic groups in Yen Bai Province. Speaking at the ceremony, Minister of Agriculture and Rural Development Le Minh Hoan affirmed: Although it is a mountainous province with many difficulties, in recent years, Yen Bai has made efforts and constantly strived to achieve proud achievements, making important contributions to the overall achievements of the whole country in implementing the National Target Program on New Rural Construction.
Minister of Agriculture and Rural Development Le Minh Hoan suggested that Yen Bai province should maximize the potential, strengths, and comparative advantages of the locality, continue to persevere in the development goals, harmonize between economy and culture, economy and ecological environment protection, preserve and promote the values of traditional cultural identities of ethnic groups, contribute to building sustainable new rural areas in the direction of ecological agriculture, civilized farmers and rural residents, comprehensive development and happiness.

The Minister of Agriculture and Rural Development believes that with its own advantages, together with the spirit of solidarity and constant efforts, Yen Bai will successfully achieve the goal of rapid and sustainable development in the direction of "green, harmonious, unique and happy", becoming a fairly developed province by 2025, and among the top 5 developing provinces in the Northern Midlands and Mountains by 2030.

The art program consisted of 3 chapters: Memories of the Chay River; Mountain Love, River Fate and Convergence of the Source.
