Dak Nong border district exceeds budget revenue target

With outstanding efforts, Dak Mil border district (Dak Nong) has reached the finish line early, exceeding the budget collection plan for 2024.

By the end of November 30, 2024, the total budget revenue in Dak Mil reached 163 billion VND/154.7 billion VND, reaching 105% of the assigned plan.

2024 is an extremely difficult year for economic development. Dak Mil has been assigned a fairly large state budget. Meanwhile, revenue from local land use is facing difficulties because most of the auctioned land is still stuck in planning.

Budget collection in general, and tax and fee collection in particular, face many difficulties. Faced with this reality, Dak Mil district reviewed and analyzed revenue sources.

Taxpayers are supported by tax officials with procedural problems related to tax policies.

Based on the provincial budget, the district has directed departments and specialized units to resolutely implement solutions to complete the budget revenue target.

One of the key solutions that localities have implemented is to regularly review, monitor, and focus on exploiting potential revenue sources.

On this basis, for areas with great potential, the district focuses on collection solutions to compensate for taxes that no longer have much room.

According to the Head of the Dak Mil - Dak Song Regional Tax Department, Pham Van Truc, determining that tax and fee collection plays an important role in the total state budget revenue, the unit has increased all resources to focus on collection.

The Tax Department strengthens the review and full determination of tax amounts of each tax-paying unit. On that basis, the tax authority urges timely tax payment to the State budget.

In addition to tax collection, the department strengthens tax inspections and audits to detect and prevent tax fraud. During the inspection process, the tax authority combines with the inspection of invoice usage at many businesses.

VAT refund inspection, risk classification and tax declaration inspection at tax authority headquarters and taxpayer headquarters are also promoted.

“We also strengthen the interdisciplinary team to fight against revenue loss. In areas with high risk and high revenue loss, the interdisciplinary team is strengthened. From here, tax collection will be improved even more,” said Mr. Truc.

To increase the State budget revenue, the basic construction sector is also promoted by the tax authority. The district tax office collects information on construction investment projects that have been allocated land in the area.

The inter-commune and town tax collection team regularly contacts and exchanges with investors to urge and propagate compliance with tax payment according to regulations.

By November 30, 2024, the tax and fee collection in Dak Mil reached 131 billion VND. Many revenue items achieved high results such as: registration fee collection of 39 billion VND; value added tax collection of 38.5 billion VND; personal income tax collection of 30 billion VND; fee collection of nearly 8 billion VND...

“With the drastic participation, up to now, Dak Mil's revenue sources have reached the set plan. In which, some targets exceeded the commune's estimate,” Mr. Truc shared.

Assessing the budget collection situation, Chairman of Dak Mil District People's Committee Le Van Hoang affirmed that reaching the budget collection target is a great effort of the locality. Because, 2024 is a year when Dak Mil faces many difficulties. Most revenue sources in all areas are at saturation level.

The land auction situation is very difficult. The locality has many valuable public lands in very beautiful locations, but they are stuck in land use planning and urban planning so they cannot be auctioned. Therefore, attracting investment to the district is also very difficult. This directly affects the district's revenue.

“Until the end of September 2024, Dak Mil still determined that the 2024 budget target would not be completed. Because of difficulties, difficulties piled up,” Chairman of Dak Mil District People’s Committee Le Van Hoang affirmed.

Difficulties and obstacles in the production and business activities of taxpayers are promptly grasped by tax authorities.

According to Mr. Hoang, in the face of such difficulties, the District People's Committee is determined to take action. The district determined that if budget revenue is not achieved, many other areas will be affected.

Therefore, the district has been determined in issuing, directing, and assigning budget collection tasks to communes, towns, agencies, and units. In particular, the locality assigns responsibility to the heads of relevant units and organizations. If the set targets are not fulfilled, they will have to take full responsibility.

The district has stepped up propaganda and dissemination of policies and laws on taxes, fees and charges. Administrative reform, building a taxpayer database, and expanding the implementation of electronic invoices have also been promptly directed by the district to the tax authorities.

The District People's Committee strengthens dialogue and exchanges with businesses in the area to promptly resolve difficulties and problems, creating favorable conditions for businesses to operate effectively.

“Every week, we hold meetings with all relevant units to grasp the figures and timely implementation results. Any difficulties and problems in the budget collection process are immediately resolved by the local authorities,” Mr. Hoang shared.

According to Chairman of Dak Mil District People's Committee Le Van Hoang, currently, Dak Mil's 2024 State budget has exceeded the plan by 103.4% of the estimate. This result has contributed to helping the locality achieve and exceed 11/11 socio-economic targets for 2024.

However, the district is not satisfied with the current results. On the contrary, the locality considers this as a motivation to strive further in carrying out the tasks in 2025.

Currently, the biggest problem of the district is still planning. The District People's Committee has coordinated with the Department of Construction to submit to the appraisal council for approval of adjustments to the task estimate. The Department of Construction advised the Provincial People's Committee to approve and issue adjustments.

After the Provincial People's Committee approves the adjustment policy, if there are no changes, the district will immediately implement it. If this task is completed quickly, all previous problems in urban planning and land use planning will be resolved. From here, Dak Mil will have new breakthroughs in socio-economic development, especially in state budget revenue.

“When the socio-economy develops, we are confident that Dak Mil will have breakthroughs in state budget revenue. Because, as the economy develops, services will develop accordingly. From here, tax and fee revenue will increase. In addition, the convenience in auctioning public land lots will contribute to increasing land use revenue, thereby increasing state budget revenue for the locality,” Mr. Hoang affirmed.

It can be said that Dak Mil has a lot of potential and advantages for development. If the difficulties and obstacles are resolved soon, Dak Mil's budget revenue will far exceed the plan in the coming period.
