An Duong District will enforce the handover of 07 households for not complying with the handover of land for the Investment Project to build a different level intersection at the intersection of Ton Duc Thang - Mang Nuoc - National Highway 5.

(Haiphong.gov.vn) - On the morning of September 27, the Enforcement Board for Remedial Measures under Decision No. 2666/QD-UBND dated August 14, 2024 of the People's Committee of An Duong district held a meeting to deploy the enforcement work for remedial measures for 07 households with constructions and architectural objects on the land of the traffic corridor of Nguyen Van Linh road, An Dong commune. Comrade Le Van Cuong, Vice Chairman of the District People's Committee, Head of the Enforcement Board for Remedial Measures chaired the meeting.

The project to invest in the construction of a grade-separated interchange at the intersection of Ton Duc Thang - Mang Nuoc - National Highway 5 is a key project of Hai Phong city to gradually complete the city's traffic infrastructure system; reduce traffic congestion and insecurity on National Highway 5 and meet the travel and transportation needs of the people. The project has a total length of about 787m with a total land acquisition area of 24,454.9 ^m2 of 3 organizations and 139 households. The project is invested by the Hai Phong Traffic Construction Investment Project Management Board.

Up to now, there are 07 households with illegal constructions and architectural objects on the traffic corridor land that have not complied with the demolition of constructions and architectural objects to hand over the site for project implementation. During the process of site clearance for project implementation up to now, An Duong District People's Committee has considered and resolved all legal rights according to regulations; the departments, agencies, unions of the district and An Dong commune have mobilized and persuaded many times, but 07 households have not complied with the demolition of constructions and architectural objects to hand over the site.

To ensure the strictness of the law and the progress of the project, on August 5, 2024, the People's Committee of An Duong district issued Decisions on compulsory enforcement of remedial measures for the 07 households mentioned above. At the same time, it issued Decision No. 2666/QD-UBND dated August 14, 2024 on the establishment of the Committee for compulsory enforcement of remedial measures and Decision No. 2779/QD-UBND dated August 30, 2024 on the approval of the plan for organizing the compulsory enforcement of the Decision on compulsory enforcement of remedial measures for the 07 households mentioned above.

After listening to the speeches of representatives of relevant units and localities, comrade Le Van Cuong, Vice Chairman of the District People's Committee, Head of the Enforcement Board, affirmed: the site clearance work for projects in the district, including the Investment Project for the Construction of a Differential Intersection at the Crossroads of Ton Duc Thang - Mang Nuoc - National Highway 5 in An Dong Commune, was carried out correctly and fully in accordance with the policies and mechanisms prescribed by law, ensuring maximum legal rights for households. To ensure the strictness of the law and the progress of the project, the District People's Committee and the District Enforcement Board will enforce the implementation of remedial measures against 07 households with illegal constructions and architectural objects on the land of the traffic corridor who do not comply with the handover of the site for project implementation.

The Vice Chairman of the District People's Committee requested that departments, offices, and functional units strictly implement procedures, steps, and processes for enforcement, in accordance with legal regulations, and achieve high results, safely, and without causing insecurity and disorder. He assigned the District Police to develop specific plans and solutions to ensure security and order; monitor and grasp the situation, promptly detect and strictly handle violations, resolutely and promptly handle cases that obstruct the implementation of land recovery enforcement; ensure safety for people and vehicles before, during and after enforcement. Departments, offices, agencies, units, Party committees, authorities, departments, and unions of An Dong commune continue to grasp the situation, continue to mobilize and propagate households and individuals to comply with the demolition of illegal constructions and architectural objects and hand over the site for the project. In addition, continue to promote information, propaganda, and mobilization of households to agree with the State's land clearance policy, and the consensus and support of local people for the district's enforcement work on mass media, electronic information portals, and district and commune radio and television systems. According to the plan, the Enforcement Board will carry out enforcement of the above-mentioned violating constructions in early October 2024.
