Currently, there are more than 70 young staff (accounting for more than 50%) volunteering to temporarily rotate positions to hospitals in need of additional management staff.

On October 20, the Ho Chi Minh City Department of Health announced that it had just organized a meeting with more than 130 young managers of the city's health sector who are currently directors, deputy directors and doctors who are in the planning for directors and deputy directors of hospitals under the Department of Health to disseminate the Plan for rotating young managers of the city's health sector from now until 2025 and the following years, and at the same time, raise the opinions, thoughts and aspirations of young managers.

At the meeting, the Department of Health disseminated the Plan for rotation and transfer of leaders and managers of the Department of Health who have at least 3 working terms remaining. Accordingly, the assignment of positions when rotating and transferring work is carried out according to the principle of arranging positions equivalent to the current position.

If necessary, the competent authority shall consider and decide to assign a position higher than the current position to an officer with outstanding qualities and abilities, capable of meeting the requirements of the expected assigned and arranged position.

The job rotation will last from 3 to 5 years, not necessarily only to units with the same specialty as the rotated person. After completing the rotation period, the organization will evaluate and propose development in higher positions if the young manager meets the development requirements of the health sector.

According to Associate Professor, Doctor, Doctor Tang Chi Thuong, Director of the Ho Chi Minh City Department of Health, the Department of Health's development of a Plan to rotate young civil servants, leaders, and managers, in addition to helping supplement management staff for units that are still facing difficulties in personnel work, also aims to create a new working environment that requires young managers to constantly improve their management capacity, problem-solving skills, and efforts to overcome difficulties.

Adversity Quotient (AQ) of each person can only be achieved when having to go through many difficulties and challenges in practice, requiring endurance and the will to rise up with practical actions for the common good. Adversity Quotient is one of the important and indispensable indicators that determine the success of each person when participating in management work.

“Most of the young cadres expressed that today's meeting was truly meaningful, and felt the attention of the Standing Party Committee and the Board of Directors of the Department of Health for the training and development of young leaders and managers. When speaking, the young managers all shared the same opinion that they are ready to accept rotational assignments and transfers to work in new units when the health sector needs it,” Associate Professor, Dr. Tang Chi Thuong informed.

At the same time, the Director of the Ho Chi Minh City Department of Health said that there are currently more than 70 young staff (accounting for more than 50%) who volunteered to temporarily transfer to work positions at hospitals that are currently in need of additional management staff when the Department of Health surveyed their wishes at this meeting.
