The reason for enhancing the awareness of environmental resource management staff at district and grassroots levels is that in recent years, due to the impact of extreme weather and climate change , natural disasters have become increasingly complex.

Along with the abnormal increase in temperature, rain and floods are also becoming more and more complicated, causing floods, inundation, saltwater intrusion, and rising sea levels. Nghe An is one of the provinces strongly affected by climate change as droughts become more and more serious, and many types of extreme weather have appeared.
