On the morning of January 2, the Department of Health Insurance (Ministry of Health) held a national conference to inform about the circular detailing and guiding the implementation of a number of articles of the Law on Health Insurance.
20,000 cancer patients do not have to ask for hospital transfer papers
Sharing at the conference, a representative of K Hospital said that on the night of December 31, 2024, the hospital was still working and discussing with experts from the Department of Health Insurance (BHYT) about implementing Circular 01, implementing new regulations in health insurance examination and treatment.
"From the first day of 2025 until the morning of January 2, more than 20,000 cancer patients treated at K Hospital did not have to apply for a new referral. This has created favorable conditions for patients and reduced administrative procedures for health insurance patients," said a representative of K Hospital.
At the conference, Deputy Minister of Health Tran Van Thuan said that Circular 01 issued to replace Circular 40 regulating initial registration for health insurance examination and treatment and referral for health insurance examination and treatment overcomes difficulties, limitations and problems in the past.
At the same time, it is in sync with the new regulations of the Law on Medical Examination and Treatment and the Law on Health Insurance.
"This is an important document guiding the initial registration for health insurance examination and treatment and transferring health insurance examination and treatment facilities for over 13,000 health insurance examination and treatment facilities nationwide.
The regulation has created a synchronous legal corridor to effectively implement the health insurance policy in the new period," the Deputy Minister of Health emphasized.
According to Mr. Thuan, the circular has issued a list of some rare diseases, serious diseases, diseases requiring surgery or using high technology that are entitled to 100% of the prescribed benefits.
Including a list of 62 diseases and groups of diseases that can be examined and treated at specialized medical examination and treatment facilities; a list of 167 diseases and groups of diseases that can be examined and treated at basic medical examination and treatment facilities.
List of 141 diseases and groups of diseases that can be transferred to medical examination and treatment facilities within 1 year from the date of signing the transfer form instead of the transfer form expiring at the end of the calendar year.
Carefully reviewed portfolio
According to Ms. Tran Thi Trang - Director of the Health Insurance Department, Ministry of Health, the issued list was selected and evaluated based on many criteria such as rare diseases, serious diseases, diseases requiring high technology... that basic, initial facilities cannot meet to treat, then they are transferred directly to higher levels.
"Diseases and groups of diseases are carefully screened by the units, based on many criteria. Disease codes that can be treated at the basic level will not be transferred directly, because if all rare diseases and groups of diseases were sent to specialized medical facilities, it would cause overload.
Besides, we also review all disease codes and treatment costs to ensure fund balance," the leader of the Health Insurance Department shared.
According to the Ministry of Health, these new regulations aim to concretize the spirit of administrative reform, reform of medical examination and treatment procedures, reduce paperwork, increase the application of information technology, reduce inconvenience, create convenience for people, agencies, organizations, and effectively use the health insurance fund.
